The mission's reverend was so overtaken with disappointment that he passes away. Shortly after his well-educated, snooty sister Rose buries her brother, she must leave on the only available transport, the 'African Queen' steamboat. The boat is manned by the ill-mannered bachelor, Charlie. Together they embark on a long difficult journey, without any comfort. Rose grows determined to assist in the British war effort and presses Charlie until he finally agrees and together they steam up the Ulana encountering an enemy fort, raging rapids, bloodthirsty parasites and an endlessly branching stream which always seems to lead them to what appear to be impenetrable swamps. Despite their opposing personalities, the two grow closer to each other and ultimately carry out their plan to take out a German warship.

It seems that the celestial bureaucracy has this time made a mistake and sends an angel to take him before the tribunal to decide his case as doctors fight for his life. Powell and Pressburger approached their Ministry of Information brief to make a film to promote improved Anglo-American relations with the wit and imagination to outlast any short-term propagandist intent. Their film can be read as a satire on the emerging welfare state, a monochrome heaven (the socialist utopia) contrasted with a technicolor earth. Confounding the British critical establishment of the time, it subversively focuses on the process of representation - the film's two worlds can be regarded as the two discourses of fiction and documentary - foreshadowing Powell and Pressburger's The Red Shoes and Powell's Peeping Tom.
