The European Union (EU) is a highly institutionalized multilevel system, but not formally a federation. In spite of the considerable power and sophisticated legal architecture of the EU institutions, sovereignty formally rests with the twenty-seven member states. Both in a historical and in a legal sense, the EU is their creation. It was established through international agreements concluded between the member states, and all changes of the EU Treaties (the Union's so-called "primary law") still require member-state ratification. The member states also exercise ultimate control over the EU's finances, and it is their administrative agencies that are charged with implementing most EU rules. Nonetheless, in the past decades, the political autonomy of EU institutions and the legal impact of EU rules have grown immensely

"Does the democratic nation state remain a legitimate regime form in the current age of globalization? Sceptical assessments of the nation state's legitimacy and outright crisis diagnoses prevail in the academic literature, especially in the contributions of public-opinion researchers. Democracy's Deep Roots uses a novel, text-analytical approach to probe this topical question. Drawing on a comparative study of legitimation discourses in the quality press of four Western democracies (Switzerland, Germany, Britain and the United States), it shows that the levels and democratic foundations of public support for the nation state and its core institutions are surprisingly robust. There is little evidence for the fully-fledged erosion of legitimacy or for a transformation of its foundations in the public spheres of Western democracies. The book also identifies a number of discursive mechanisms that explain this finding and suggests an analytical framework for future research into the communicative dimension of legitimation processes."--Jacket

This paper deals with the ways in which the interconnectedness of multiple political levels in increaingly internationalized structures of governance impacts on these levels' democratic legitimation. Focusing on the European Union (EU), it argues that in the EU's multi-level system, the legitimacy of the European level of governance is systematically influenced by the legitimacy of the EU Member States. Insights into such legitimacy relationships - and different logics of their construction - can be used to identify a number of distinct legitimation strategies for EU institutions, and to sketch some options of institutional design that might help to implement them. It is unclear, however, to what extent any kind of institutional design can actually affect the citizens' empirical legitimacy evaluations of the EU, since these are often characterized by a lack of information about the EU's institutional structure
