The third meeting of the International Dialogue on Bioethics, organised by BEPA, took place on 20 September 2011 in Brussels, under the auspices of the Hungarian and Polish rotating Council presidencies and the Hungarian and Polish National Bioethics Councils. Invited participants at this event included: the members of the EGE; the chairs of 15 non-EU NECs; the chairs of the EU-27 NECs; and representatives of international organisations (UN agencies, Council of Europe, etc.). The meeting addressed issues related to ‘the protection of fundamental ethical principles in international research and innovation programmes’ and it aimed to (1) facilitate an international debate on the notion of responsible innovation, (2) share information on how the respect of fundamental rights has been embedded in national and international research and innovation programmes/initiatives in other regions of the world and (3) debate the embedding of ethics in research and innovation globally

Nanomedicine is an area of nanotechnology which raises high expectations with regard to its potentials in diagnostics, drug development and delivery, imaging and other health- related applications. It is a major research sector covered by the EU Research and Development Programme. Under the 6th EU Framework Programme for research (FP6) the Commission has invested more than €1.36 Billion in nanotechnology (550 projects financed) and under the 7th Framework Programme for research (FP7) some €3.5 billion should be allocated to this research sector. The first FP7 call for proposals on nanotechnology has been launched and it has been estimated that €300-400 million could be allocated to nanotechnology in 2007. Around €100 million per year is expected to be allocated to nanomedicine project proposals. Like other research sectors, however, this new area of nanotechnology needs a proper analysis of its ethical implications

In order to promote a responsible, socially inclusive and ethically sound implementation of the European Union energy policy, on 19 December 2011 the President of the European Commission requested the European Group on Ethics in Science and New Technologies (EGE) to ‘contribute to the debate on a sustainable energy mix in Europe by studying the ethical impact of research on different energy sources on human wellbeing’. The EGE accepted this request and decided to focus on the ethical aspects of the use of different energy sources in Europe, as foreseen in the EGE remit. The group decided to address the following issues: identify the ethical criteria on the manner in which decisions concerning research on sources of energy are to be taken on an informed basis and the implications arising from the use of energy in different areas; contextualise the ethical issues arising from energy use within the EU energy agenda, the mix of energy, consequences for the future, energy policy and regulation (including environmental considerations), the precautionary principle, public perception and intergenerational justice; propose an ethical framework to be used on a case by- case basis in relation to the different uses or production methods of energy

"The European Group on Ethics in Science and New Technologies (EGE) is preparing an opinion on the ethical aspects of information and communication technologies. As part of its preparatory work, the EGE held an open round-table debate on the issues raised by ICT. The round table was organised by the Bureau of European Policy Advisers (BEPA). As was the case for previous EGE opinions and in accordance with the Commission decision on the EGE's mandate (Decision 2005/383/EC), a public round table was organised to debate openly the ethical, social and legal implications of ICT.
