According to the "Crick Committee" report on "Education for Citizenship and the Teaching of Democracy in Schools" and now the secretary of state's proposals for a new framework for PSHE and citizenship education, learning in the community is seen as playing an important part of an education for citizenship in the UK. This is being promoted both by the Community Service Volunteer's (CSV) "Education for Citizenship Programme" and the Council for Citizenship and Learning in the Community (CCLC),which is a network of higher education institutions in the UK. In this paper I would like to examine the nature of citizenship education as ameans to provide an education for active citizenship and the recent research relating to the study of its various learning outcomes. This will stress the importance of the civic participation of young people in the institutions and practices of civil society and the significance of 'social capital'. I will consider the pedagogical principles of experiential education and reflective practice, according to John Dewey, David Kolb, David Boud, etc., as it provides the theoretical framework of service learning or learning in the community and I will then review the development of service learning both in USA and UK higher education. I would also like to examine current research on the evaluation of the learning outcomes of citizenship education and service learning, especially in the USA, and make some proposals for such research to be more extensively undertaken in the UK. In conclusion, I want to examine howservice learning provides a key element in considering how political literacy, critical thinking about moral and political values and an education for active citizenship can be integrated
