"Empirical research has shown that there is little relationship between financial liberalization and economic growth in emerging countries. Although international financial integration should, in principle, help countries to reduce macroeconomic instability and enhance economic growth, the available evidence suggests that developing countries have not always reaped these potential benefits. This volume discusses the relationship between financial liberalisation, financial deepening and economic performance from both a theoretical and a policy perspective, comparing several 'big' emerging countries - Argentina, Brazil, China, India, Russia and South Africa - as well as presenting case studies. Its main contribution is to analyse issues that are related to financial liberalisation in emerging countries focusing on recent experiences, with a particular focus on the policy dimension of financial liberalisation: the degree of autonomy of domestic economic policy, and the different policy responses by countries to deal with issues caused by the international financial integration. "We translate the structuralist center-periphery approach to international currency relations and analyze the implications for macroeconomic policies of emerging market countries. While the Post Keynesian literature offers a rather clear concept for growth-oriented policies, it is necessary to adapt them for peripheral emerging economies. We base our analysis of an appropriate Keynesian policy mix for these countries on the concept of currency hierarchy, where the currencies of peripheral emerging economies have a lower liquidity premium than the currencies of advanced economies. Under these conditions, we argue that domestic economic policy coordination should lay a major focus on a low policy rate and, especially, a competitive exchange rate for obtaining, at least, a balanced current account, in order to prevent boom-bust-cycles in capital flows with subsequent financial crises and their damaging effects on employment and growth. We conclude that it is a rather ambitious and long term goal to climb up the currency hierarchy, especially under the current conditions of financial globalization"--Abstract

This paper aims at analyzing the main determinants and impacts of the recent wave of European banks entering Brazil. The principal hypothesis of the paper is that the wave of European banks can only be understood if one considers both external and internal determinants. External determinants concern the process of banking consolidation in the European financial system under the EMU that has stimulated some banks to expand abroad. Internal determinants are mainly related to the gradual flexibilisation of legal restrictions with respect to the presence of foreign banks in the Brazilian banking sector. Finally, the paper evaluates the impacts of the recent entry of European banks into the retail banking market in Brazil. In this particular matter, it shows that foreign entry has affected the national banking market forcing domestic banks to operate more efficiently, and also to expand their activities organically or by mergers and acquisitions. The paper concludes that there is no clear evidence that foreign banks have been more efficient than domestic banks in Brazil in the recent period, but there is some evidence that the big private Brazilian banks have reacted positively to the entry of foreign banks

Este artigo tem por objetivo fazer uma revisão da literatura teórica e empírica recente a respeito da relação entre desenvolvimento financeiro e crescimento econômico. A literatura sobre o tema em consideração estabelece, em primeiro lugar, que um maior desenvolvimento do setor financeiro, notadamente dos bancos comerciais, tem um impacto positivo sobre o crescimento econômico ao aumentar a eficiência da alocação de recursos. O efeito do desenvolvimento financeiro sobre a poupança e a acumulação de capital é tido como negligenciável, ou até mesmo negativo. Um segundo ponto ressaltado pela literatura em questão é que o desenvolvimento financeiro nem sempre resulta de políticas de liberalização financeira, ao contrário do que foi estabelecido pela assim chamada "hipótese de repressão financeira" de Shaw e McKinnon. Com efeito, a literatura teórica e empírica aponta para a possibilidade de que políticas de repressão financeira e de direcionamento de crédito atuem no sentido de estimular o desenvolvimento financeiro, o que tem impacto positivo sobre o crescimento de longo-prazo. Um terceiro aspecto levantado pela literatura refere-se à relação entre crescimento econômico, desenvolvimento do mercado de capitais e intermediação financeira. Embora existam evidências empíricas robustas a respeito da complementariedade entre a intermediação financeira e o desenvolvimento do mercado de capitais; constata-se também a existência de algumas evidências empíricas que apontam para o fato de que o efeito da intermediação financeira sobre o crescimento de longo-prazo ser mais forte do que o efeito do desenvolvimento do mercado de capitais. Por fim, a literatura em questão mostra que os bancos públicos têm um claro efeito negativo sobre o desenvolvimento financeiro e o crescimento econômico dos países mais pobres, mas deixa em aberto o papel desses bancos nos países em desenvolvimento de renda média. Dessa forma, um entendimento mais profundo do papel dos bancos públicos nesses países requer a realização de estudos de caso. Além disso, a literatura enfatiza o caráter menos pró-ciclico do crédito concedido pelos bancos públicos relativamente ao crédito concedido pelos bancos privados, o que pode atuar no sentido de reduzir a amplitude das flutuações cíclicas
