Some parliamentarians feel that they lack adequate information and support or expertise to hold the government to account effectively. Of the many concerns, the volume and complexity of information provided, and the limited time available to fully understand the documents and "connect the dots" are only the tip of the iceberg. Members of this Committee hope that the government will make the process more coherent, provide clearer, more consistent and reliable information, and ensure that any member of Parliament can have a good understanding and a common reference point to better study the government's spending plans. This report is based on the testimony heard over several months from various witnesses, including former members of Parliament, departmental officials, academics, international experts, the Auditor General of Canada, the Parliamentary Budget Officer, a former Clerk of the House of Commons and other knowledgeable observers. After presenting a brief history of the Business of Supply in Canada, this report sets out the Committee's findings and recommendations in light of this testimony

"Governments collect and produce a wealth of data. Increasingly, governments worldwide have started to implement open data strategies and to launch open data portals to enable the release of these data in open and reusable formats. In this context, the House of Commons Standing Committee on Government Operations and Estimates (hereinafter 'the Committee') adopted the following motion: That the Committee undertake, consistent with Canada's signing of the G8 Open Data Charter, a study to assess and enhance the government's open data practices; that this study include examining how Canadian businesses can better obtain and utilize high-value information with strong economic potential from the government and reviewing the processes and practices of other governments with respect to their collection, storage and transfer of open data; and that the Committee use its findings to provide the government with direction and advice focused on improving the way this high-value data is collected, stored and transferred to Canadians, resulting in access to useful and useable open data that will drive economic growth as part of an information economy. ... The Committee focused its study on users' needs in relation to the federal government's open data initiative, the best practices of other jurisdictions with respect to open data and the economic and social benefits associated with the use of open data"--

On June 13, 2003, the Standing Committee tabled its 4th report, a report stating findings and conclusions relating to the Privacy Commissioner, Mr. George Radwanski, and his Office. The central conclusion of that report was that the Committee had ceased to believe that information provided to the Committee by the Privacy Commissioner about his activities was accurate and complete. In addition, The Committee concluded that there was sufficient reason for concern about the financial and human resources practices of the Commissioner to refer these matters to the Auditor General and the Public Service Commission for detailed audits. This report provides a statement of the facts obtained by the Committee, as well as an exposition of the reasoning that led the Committee to the findings and conclusions set out in the 4th report
