The 2007 Health Insurance Survey of Farmers and Ranchers collected information from over 2,000 non-corporate farm and ranch operators in Iowa, Minnesota, Missouri, Montana, Nebraska, North Dakota, and South Dakota. The vast majority of survey respondents had health insurance, yet one in four reported that healthcare expenses contributed to their financial problems, and one in five had outstanding debt that resulted from medical bills. This issue brief examines factors that contribute to high overall costs for health care. Overall costs included the cost of health insurance premiums plus any other out-of-pocket medical or prescription drug expenses

"Research has clearly documented that unaffordable medical bills and resulting medical debt affect large portions of the U.S. population, including a significant portion of those with health insurance. Previous analyses of data from the 2007 Health Insurance Survey of Farm and Ranch Operators showed that although the vast majority of respondents had health insurance, one in five had outstanding debt that resulted from medical bills and one in four reported that health care expenses contributed to their financial problems. However, these analyses did not include data gathered in the survey about dental insurance coverage and out-of-pocket costs that resulted from getting dental care. There is little research on the contribution of dental costs to people's difficulties paying medical bills or their likelihood of accruing medical debt. This brief presents basic data on the costs of dental care, the prevalence of dental debt, and the impact of having dental insurance on the costs of dental care, access to care, and the likelihood that people will experience financial hardship because of health care costs."

Description: Charity care refers to free or discounted care provided to persons who meet a health care organization's criteria for financial assistance. Non-profit hospitals, as charities, receive significant tax exemptions; in exchange, they are expected to provide benefits to their communities, including charity care. Over the last decade numerous sources have documented the failure of many hospitals to inform patients about financial assistance programs. However, the American Hospital Association (AHA) maintains that the voluntary guidelines it developed regarding the provision of financial assistance and charity care are sufficient and mandatory requirements are unnecessary. This report presents the findings of a survey of non-profit hospitals to see if they are conforming to the AHA guidelines that require them to develop written charity care policies and make them widely available. The survey showed that many non-profit hospitals are still not adequately informing the public about their charity care policies
