On September 1, 1978, eight amendments to the Unemployment Insurance Act were implemented. One of the eight amendments was aimed at workers who were entering or reentering the labour market, also commonly referred to as new entrants and re-entrants (NEREs). For these workers, the entrance requirements were tightened. Although the specific goal of this amendment was not explicitly stated, the general intention of the eight amendments was to reduce any adverse labour market attachment effects caused by the 1973 expansion of the Unemployment Insurance system. Several evaluations of the impact of incremental changes have been undertaken, but this evaluation constitutes the first evaluative work on this program feature
