3 editions published in 2011 in English and held by 6 WorldCat member libraries worldwide

Increasing evidence supports the importance of investing in the early years of children's development. Recent research shows that the formative years are critical, and that the kind of nurturing and stimulation children receive in their early years can have a major impact on the rest of their lives. The research suggests that neighbourhoods and communities where children grow and learn influence their development; they affect parents ability to provide a positive family environment and the ability of others in the community to support the development of children as they grow up

On September 1, 1978, eight amendments to the Unemployment Insurance Act were implemented. One of the eight amendments was aimed at workers who were entering or reentering the labour market, also commonly referred to as new entrants and re-entrants (NEREs). For these workers, the entrance requirements were tightened. Although the specific goal of this amendment was not explicitly stated, the general intention of the eight amendments was to reduce any adverse labour market attachment effects caused by the 1973 expansion of the Unemployment Insurance system. Several evaluations of the impact of incremental changes have been undertaken, but this evaluation constitutes the first evaluative work on this program feature

The objectives of the evaluation were to assess the impacts of the UEY Initiative in participating communities and to identify lessons learned using the UEY model
