The Department of Education, Science and Training of the Australian Government accepted a brief from the Human Resource Development Working Group (HRDWG) of Asia Pacific Economic Co-operation (APEC) to conduct a project with the title Best Practice Governance: Education Policy and Service Delivery. The purposes of the project were to assist APEC economies with systematic education reform and Increase knowledge of the domestic education systems of participating APEC economies. The project was concerned with all education sectors and was not institutionally or sectorally specific. The project called for a careful selection of particular policy initiatives that warrant consideration, within the economy itself, and in relation to other economies, as examples of âbest practiceâ or âeducation reformâ. The aim was to satisfy the primary purpose of the project, namely, to make a contribution to APEC economies in their efforts to achieve success in systematic education reform. Each account from economies that participated in the project provided an overview of approaches to education governance as well as accounts of âbest practiceâ or âeducation reformâ. A template with 17 elements was prepared as a guide to the preparation of case studies. On the basis of information provided in these two approaches to the gathering of information, case studies of 14 economies were received from Australia, Canada, Chile, China Hong Kong, Chinese Taipei, Indonesia, Japan, Korea, New Zealand, Peru, Philippines, Singapore, Thailand, and the United States of America. These were organised as far as possible according to the template. This report is intended to make a contribution to the overall governance and effective and efficient delivery of education in APEC member economies. The report is specifically aimed at the building of an internationally competitive education services sector, with benefits that may include enhanced capacity for education policy development and implementation; increased access to quality education services; development of a broader, internationally focussed curriculum; promotion of innovative mechanisms for the delivery of education services; increased transparency of âbest practiceâ in provision of education services; development of internationally competitive labour forces; and enhanced understanding of cultures within the region. This paper is concerned with the role played by the ground Structural Coupling Test (SCT) and the update of the aeroservoelastic model in the qualification process of a modern combat aircraft. It represents the completion of Reference 1 after several improvements introduced in the Notch Filter (NF) design procedure, numerous ground test campaigns and the confirmation of flight trials. Most of modern combat aircraft are equipped with fly-by- wire and digital flight control systems (FCS). The problem of interaction between the dynamic response of the airframe and the FCS is usually solved through an appropriate set of notch filters, designed to attenuate the level of structure vibrations picked up by the FCS sensors. Fundamental part of the qualification of the notch filter set is the ground testing up activity, generally known as ground Structural Coupling Test

Results from structural coupling investigations are presented which include the design and verification of structural filters for a flight control system. The advantages of an integrated interdisciplinary flight control system (FCS) design on the basis of the coupled dynamic model of the structural dynamic model and the flight dynamic model of the aircraft are described. The design strategy of the Flight Control System development is improved through the integrated design optimisation procedure which includes the modelling of the coupled system of the flight dynamics, the structural dynamics, the actuators and sensors as well as the effects of the digital system. Different examples are demonstrated which document the advantages of the integrated, interdisciplinary design. Methods to avoid structural mode-flight interaction are described. Especially the design of filters to minimise interaction is outlined, which is based upon a model of the aircraft describing the coupled flight dynamic, flight control dynamics and structural dynamic behaviour and on ground and in flight structural coupling tests.
