Les premiers colons viennent peupler les abords de la rivière Saguenay et le pourtour du lac Saint-Jean en 1838. Jusque là le territoire est habité par des amérindiens que les Français appellent "Montagnais". Parmi eux, les Kakouchaks qui vivent autour du lac Saint-Jean et qui se rendent l'été à Tadoussac, premier poste de traite de la Nouvelle-France établi en 1600, afin d'échanger des fourrures contre différents produits. Le commerce des fourrures se développe et devient la première activité économique au pays. En 1652, le Royaume du Saguenay est intégré au Domaine-du-Roi et devient un territoire réservé à l'exploitation des fourrures qui connaît des hauts et des bas entre 1652 et 1842. L'industrie du bois la remplace au 19e siècle comme principale ressource économique. Jusqu'en 1832, la colonisation du territoire est interdite. Elle débute avec l'arrivée de colons de la Société des 21, société de colonisation qui permit entre autres la fondation d'Héberville en 1850

Située dans le Bouclier canadien, cette région au relief aplani par le passage des glaciers est formée en grande partie d'un plateau de montagnes arrondies recouvert d'une forêt boréale. Région peu peuplée, la majorité des habitants vivent dans la plaine entourant le lac Saint-Jean et bordant les rives du Haut-Saguenay. Cette plaine est propice à l'agriculture et présente une forêt mixte. Le réseau hydrographique est riche et permet l'aménagement de centrales hydro-électriques. Les hivers sont longs, froids et secs ; les étés chauds et humides. Les précipitations abondantes. Le sous-sol contient peu de gisements miniers. Les premières coupes intensives de bois permettaient de libérer des terres pour l'agriculture, puis ensuite, le développement industriel et commercial : construction de villes et d'usines, routes, ponts et aéroports, voies ferrées, barrages, écluses et centrales hydro-électriques
