To meet their obligations under the UN 2001 Programme of Action (PoA), states must adopt national legislation to implement the provisions in the PoA and to enable them to combat the illicit trade in small arms and light weapons (SALW) on a national level. National legislation must include: import, export, and in transit controls; controls on the activities of brokers; regulation of the manufacture and sale of small arms; regulations concerning marking and tracing; regulations concerning state and police firearms; regulation of possession and use of small arms; sanctions for contravention of these measures. In addition, states must allocate sufficient resources to implement and enforce these measures
