This document is the Newfoundland & Labrador report on these indicators. This document presents a policy framework intended to cover the full continuum of mental health & addictions services in Newfoundland & Labrador, addressing all age groups and emphasizing the importance of strong connections between all levels of service. It also recognizes important linkages to other initiatives and takes into account regional & geographic variations as well as current & projected future demographic realities. The introduction reviews the mental health policy context, the community resource base model of mental health services, and the public consultations carried out in developing the framework. The main section sets out provincial policy directions in the following areas: prevention & early intervention, involvement of consumers & significant others, program connections for better access, quality mental health & addictions services, and demonstrating accountability & measuring progress. Finally, system-wide issues are discussed such as services to special populations, telehealth, and human resources. Appendices include a copy of the 2001 report Valuing mental health, outlines of the characteristics of five types of mental health/addictions programs, and a report of expert think tanks carried out in 2004 during development of the framework
