Suicides in India are steadily increasing over the last two decades. This period coincides with the time during which the Indian economy has achieved high growth and integrated globally through fundamental structural changes. This paper examines the pattern of suicides in the country as revealed by the official statistics and finds the relative shares of suicides to have increased in several prosperous states, which are also the more globalised states. It finds suicides in most of these states, which have high urban income inequality, to be largest among self-employed (others). While farmer suicides show a welcome declining trend in recent years, the increasing tendency of self-employed (others) to take their lives in India⁰́₉s prosperous states is a disturbing trend. The paper argues that lack of adequate livelihood opportunities, low skills, limited access to formal credit and absence of social security support are precipitating suicides in the rapidly enlarging informal sector of a restructuring Indian economy

The paper traces Indian policy towards land use and ownership from pre-independence times till today. It notes that land reform ⁰́₃ an ill-defined term ⁰́₃ began to disappear from political platforms and policy agendas from the 1970s and offers, as a heuristic device, four naive explanations. In dealing with each explanation, the paper exposes its inadequacy and analyzes essential features of land questions in India. The paper concludes that by the first decade of the 21st century 'land' for various socio-economic groups had become real estate ⁰́₃ a platform for people to buy, sell and build on, not a place on which to live and grow food

The Land Acquisition Act (LAA) of 1894 empowers the Indian state to exercise eminent domain for acquiring private land in ‘public purpose’. During the last few years, India has witnessed raging debates on whether the state is justified in acquiring land for use and development by industry. The Government has sought to address various concerns raised in this regard through the Land Acquisition, Resettlement & Rehabilitation (LARR) Bill of 2011, which seeks to replace the LAA. Several provisions in the Bill are influenced by the recommendations of the National Advisory Council (NAC). This paper examines the LARR Bill for identifying its improvements over the LAA in addressing rights and concerns of land owners. It also analyses the illustration of ‘public purpose’ and the role of the Government envisaged in acquiring land for industry in the LAA, the NAC’s recommendations and the LARR Bill. The paper argues that while the Bill improves over the LAA in a few aspects, it is a sub-optimal legislation from a rights-based approach as it does not strengthen individual rights to property for empowering individuals to challenge ‘public purpose’
