This report is concerned exclusively with the Gomery Commission's second mandate: to make recommendations, based on the factual findings of its first report, on a series of issues such as government transparency & accountability, the relationship between public servants and politicians, and the responsibilities that should be assigned to Parliament & parliamentarians. Part one outlines the reforms introduced by the federal government since the Commission was established in February 2004 and the suggestions the Commission heard from Canadians about what they felt should be done about accountability & transparency in government and other issues considered in the first report. Part two has five sections covering accountability issues, including the fundamental bases for the responsibilities & accountabilities of Ministers & senior public servants, the capacity of Parliament to hold the government to account, and the roles of the Prime Minister, Ministers, exempt staff, the Privy Council Office, and the Clerk of the Privy Council. Part three deals with more specific issues such as the future management of advertising & sponsorship activities as well as lobbying. It assesses measures to improve transparency, including legislative initiatives pertaining to information access, whistleblowing, sanctions related to failure to fulfil financial administration obligations, appointments to Crown corporations, and internal audits. Part four contains the Commission's consolidated recommendations which are also found throughout the report. The recommendations are designed to rebalance the relationship between Parliament & government, better assign responsibility, and strengthen accountability in the public interest

This report was prepared by forensic accountants for use by the commission of inquiry (known as the Gomery Commission) into federal sponsorship & advertising programs that began in 1994-95 in the advertising section of Public Works & Government Services Canada. The accountants' tasks included identification of the government's sources of funds for these programs, analysis of funds committed by the government with respect to sponsorship & advertising expenditures, and analysis of funds received & their related uses by the communication & advertising agencies contracted by the government under those programs. After introductory sections on the scope of the report & the investigation, forensic audit findings are summarized with respect to the source & use of special program & sponsorship funds, the advertising contracts, and the communication agencies (their selection, cash flow, payments, & contract management). The remainder of the report contains detailed findings related to the special program & sponsorship contracts, the advertising funds & contracts, and the individual communications firms involved. Appendices include a sample subpoena used in the investigation, information on the document review & analysis process used in the audit, and details of the sponsorship events examined in the inquiry

This is the report of the commission of inquiry (known as the Gomery Commission) into federal sponsorship & advertising programs that began in 1994-95 in the advertising section of Public Works & Government Services Canada. The introduction provides background on the inquiry process and the programs. Part 2 summarizes the 2003 report of the Auditor General that revealed problems in the government's handling of the sponsorship program, where the government financially assisted cultural & community events in exchange for the sponsored organization's providing visibility for the federal government. Part 3 reviews the structure, organization, & operation of the federal government, including discussion of ministerial responsibility. Part 4 reviews the origins of the sponsorship program. Parts 5 to 8 contain findings regarding the selection of advertising & communication agencies, the administration of the sponsorship program, the audits carried out of the organizations handling the government's advertising activities & sponsorships, and the involvement of the Royal Canadian Mounted Police and Crown corporations in the sponsorship program. Parts 9 to 14 focus on the activities of various persons involved in the sponsorship & advertising contracts entered into with the federal government. Part 15 examines the activities of the director of the Public Works advertising section after his retirement. The final part draws conclusions about assigning responsibility for identified irregularities & misconduct. Appendices include an index of names, a chronology of events, a copy of the Auditor General's 2003 report, a schedule of witnesses, and commission rulings
