"When people discuss politics, they often mention the promises made by politicians during election campaigns. Promises raise hopes and expectations that positive policy changes are possible, but people are generally skeptical of these promises. Party Mandates and Democracy focuses specifically on the extent to which and conditions under which governments fulfill the promises made by parties during election campaigns - and finds that contrary to conventional wisdom, in most countries most of the time, a majority of pledges--and sometimes a large majority--are fulfilled. The fulfillment of parties' election pledges is an essential part of the democratic process. This book is, however, the first major and genuinely comparative study of the topic across a broad range of countries and elections, including the US, Canada, nine Western European countries, and Bulgaria. In order to facilitate valid cross-national comparison, individual country case studies were tightly coordinated in terms of definitions of pledges and assessment of fulfillment. A number of explanations of variation in pledge fulfillment across countries are explored. The presence of power-sharing arrangements between governing parties is found to be an important factor; the book thus adds to the considerable body of literature on the impact of alternative democratic institutions on a variety of outcomes"--

"What is the relative power of the European Commission, the Council of Ministers and the European Parliament (EP) in the European Union (EU)? Both scholars and practitioners of EU affairs provide different answers to this seemingly straightforward question. In this article, we examine the balance of power among these three actors in the context of legislative decision-making. We report the results of a small survey among a select group of practitioners of EU affairs. Their judgements on the relative power of the three organizations vary considerably. We distinguish between two contrasting views: a Council-centric view that attributes more power to the Council of Ministers than to the Commission and Parliament, and a supranational view that attributes large amounts of power to the supranational organizations relative to the Council. To test the veracity of these alternative views, we incorporate them into two variants of a simple and testable bargaining model that makes forecasts of decision outcomes, based on information on actors' preferences. The models are then applied to a dataset that includes information on EU actors' policy positions on 162 controversial issues of which the decision outcomes are known. The variant of the bargaining model incorporating the Council-centric view provides significantly more accurate forecasts."--Editor

"The extent of the Council presidency's political influence is the subject of disagreement among both practitioners and researchers. While some describe the presidency as responsibility without power, others suggest that it provides incumbent states with an opportunity to achieve decision outcomes close to their preferences. This article formulates and tests hypotheses on the conditions under which presidents influence the timing and content of decision outcomes in the legislative arena. Decision outcomes are shown to be significantly more favourable to presidents in the chair at the time of adoption than to other Member States, even after controlling for other factors that influence bargaining success."--Editor

Development of a guideline for the selection of vehicle restraint systems: identification of the key selection parameters( )

SAVeRS (Selection of Appropriate Vehicle Restraint Systems) is a project funded within the CEDR 2012 Transnational Road Research Programme “Safety”. The first Work Package of the project is aimed at analysing the existing criteria for identifying the need for the placement of a vehicle restraint system and for the identification of the most appropriate performance class. For this aim both the existing national standards and guidelines and literature documents have been analysed in details. The comparative analysis of 33 national standards and guidelines covering most of Europe and several non-European Countries has shown that there are many commonalities and it is possible to identify the most frequently used parameters with reference to safety barriers. Whilst the majority of the countries have guidelines and/or standards related to safety barriers, there is generally limited guidance for other systems such as crash cushions, transitions and motorcycle protection systems. Life-cycle cost models are usually not included in the standards but few tools are available worldwide
