Exploring the social and economic impacts of adult and community education by Elisa Rose Birch( Book )

4 editions published in 2003 in English and held by 19 WorldCat member libraries worldwide

The social and economic impacts of adult and community education (ace) in Australia were examined in an exploratory study. A provider survey that was sent to approximately 1,900 ace providers elicited 315 responses (response rate, approximately 17%), and a student survey that was sent to 4,000 ace students generated 400 responses (response rate, 10%). Six student focus groups were also held. The study established that, although non vocational education and training (non-VET) ace still accounts for most ace provision, the sector has been characterized by increasing provision of vet and an increasing role as a "transition platform" into formal vet or higher education. Although categorization of adult learning experiences into non-VET ace versus vet ace was convenient (or necessary) for education and training policymakers and statisticians, the distinction did not appear very relevant to actual ace participants. ACE's community-based mode of provision was frequently said to suit the needs of women, non-English speakers, disabled individuals, older learners, indigenous people, rural residents, unemployed individuals, and early school leavers. Ace has been playing an increasing role in provision of vet to small businesspeople. (Fourteen tables/figures are included. The bibliography lists 15 references. A technical appendix on the human capital model and confidence intervals for the economic impact estimates are appended.) (mn)

Student outcomes at university in Australia : a quantile regression approach by Elisa Rose Birch( Book )

4 editions published in 2005 in English and held by 11 WorldCat member libraries worldwide

Students success during their first year at university is largely influenced by their university entrance score. Personal characteristics and secondary school characteristics also impact on success. This paper uses quantile regression to investigate how the effects of these factors vary along the grade distribution. It finds that the factors which influence grades have a more pronounced impact on the success of low-achieving students than on that of high-achieving students. These results have implications for student selection and also for the way scholarships may be used to attract talented high school students

A policy perspective on vocational education and training fees and participation in Western Australia by Elisa Rose Birch( Book )

2 editions published in 2002 in English and held by 1 WorldCat member library worldwide

This paper considers the issue of fees for vocational education and training (VET) in Western Australia with emphasis on the relationships between fees and student VET participation, including fee elasticity of demand, student capacity to pay, efficient VET participation. A policy perspective has been adopted which identifies and isolates 'what is known with some certainty' from ' what is probably known' and 'what remains to be known', and formalises different approaches to the policy synthesis. It is concluded that, in recognition of the current state of knowledge in this field, the State Government should employ a probabilistic and relative approach to synthesising information ans analysis when establishing VET fees policy.
