This is the first English translation of the first work of Otto von Gierke, arguably the greatest historian of ideas of the nineteenth century. Community in Historical Perspective includes much of the first volume of Das Deutsche Genossenschaftsrecht, originally published in 1868, and the texts translated here have become essential reading for anyone interested not only in the history of ideas and alternatives to conventional socialism and liberalism, but also, as recent experience has shown, contemporary European affairs. Von Gierke's represented an unparalleled attempt to justify a political programme of structural pluralism, and to interpret the entire course of European history from the Dark Ages onwards as a progressive interaction between 'fellowship' (or 'comradeship') and 'lordship' (or 'sovereignty'). This interaction was to generate a polity of autonomous associations within a constitutional state based upon consent and federal unity, and von Gierke here laid the basis for a distinctively Germanic programme of federalism and quasi-pluralism, with a strongly nationalist emphasis upon the unique capacity of Germans, despite long periods of absolute rule, for corporate self-management

Operating characteristics of the Langley Mach 10 high Reynolds number helium tunnel are presented for stagnation pressures from 138 N/sq cm to 1655 N/sq cm. The characteristics include detailed Mach number surveys in the test section from which usable core size and regions of disturbed flow were determined, preliminary blockage test results, and maximum run time to be expected at various stagnation pressures. Important tunnel dimensions including details of the model mounting apparatus are given. Measurements show the variation in average core Mach number in the test section to be between 9.4 and 10 for the present range of test conditions. The core radius is from 23 cm to 31.5 cm, depending on stagnation pressure and axial location in the test section

The Battlefield Development Plan (BDP) has been a key product of the Concept Based Requirements System (CBRS) since it was first published in 1978. A list of prioritized issues contained in its Appendix A has constituted a planning guide widely used by Army agencies for budgetary purposes. This dissertation discusses the prioritization process employed to develop the prioritized issue list for the Battlefield Development Plan for 1989 (BDP-89) with emphasis on the analytical technique - the multiple attribute decision tree technique. The history of the Battlefield Development Plan from its beginnings in 1978, its relationship to the other products of the CBRS, and events leading to the decision to adopt a new prioritization technique are presented. The development of BDP-89 began with the Close Combat Capability Analysis (CCCA), designated as the umbrella study for the Mission Area Analysis (MAA) process cycle begun in 1987. The purpose of the CCCA was twofold - to provide the corps perspective of the battlefield and establish the consistency missing in earlier MAAs by setting force structure, equipment, and overall threat; and secondly to provide a prioritized list of capability issues as the basis for BDP-89

Since the beginning of the NASA Aircraft Energy Efficiency (ACEE) program in 1976, significant progress has been made in the development of laminar flow technology for commercial transports. Exploitation of new materials, fabrication methods, analysis techniques, and design concepts is providing convincing evidence that practical laminar flow control (LFC) systems for future transports could become a reality. Other ACEE program studies indicate that extensive laminar flow might be achieved on small transports with natural laminar flow (NLF) wings or hybrids of NLF and LFC (i.e., leading-edge suction on an NLF type of wing). This paper presents an overview of these laminar flow technology developments and describes future efforts in a broadened NASA program to explore the potential and evaluate the practicality of different laminar flow concepts for commercial transports
