This report records survey results of preschool education programs serving children ages 3 through 6 and their families in Bolivia, Chile, and Colombia. Programs surveyed were primarily designed to reach the poorest sectors of the population, focused on improving the young child's psychomotor and social development, and utilized various educational intervention techniques in the home or center to provide services. The central objectives of the survey were to describe from a public policy perspective the major preschool education activities in the host countries; to document the nature, objectives, and central variables constituting the "decision rules" governing program implementation; to analyze the implications of these objectives and decision rules; and to formulate testable assertions and/or suggested program guidelines for early education programs in developing countries. Among 10 policy questions stated were: Whom should programs be serving? How can the full range of children's basic needs be met? How should the role of parents be defined? and, what should be the nature and extent of intersectional cooperation in early childhood education? Attachments include a list of variables identified as influential in decision making in early childhood education in Latin America. An annotated bibliography is also provided. (Author/DB)
Smart systems commissioning for energy efficient buildings( )

The gap between as-designed and as-operating energy consumption of new buildings has been widely recognized. Commissioning for optimal energy performance should be a key process to remedy this but in practice, due to shortages of time and budget, commissioning is often limited to ensuring 'practical completion' and minimum year-round energy consumption may not be achieved. Commissioning implementation suffers, historically, from poor availability of real time data. Portable wireless sensor networks offer substantial opportunities to support energy-efficient seasonal commissioning by giving temporary access to additional, continuously and simultaneously monitored data points. This paper describes a strategy to implement 'smart commissioning' through portable wireless sensor networks for air conditioning systems. Key requirements for delivering seasonal commissioning strategies of multi-modal systems are discussed. Practical application : The importance of post-occupancy commissioning in delivering good energy and environmental performance of new buildings is now widely recognised through practices such as soft landings. However, troubleshooting can be difficult when the building is occupied and budget to do this limited. The building management system may identify that there is a problem but is very unlikely to be collecting the necessary forensic data to solve it. Portable wireless sensor networks specifically designed for analysing building services can overcome this problem in a convenient and economical way and can help development of new industry tools to close the performance gaps and demonstrate in-use building performance

The amount and distribution of liquid water in a snow cover is important for assessing its mechanical strength, meltwater generation and meltwater transmission. It also has a profound effect on the performance of active and passive remote sensing systems operating in the microwave and millimeter wave regions of the electromagnetic spectrum. New methods of measuring liquid water have been reported that show considerable promise. This report describes tests of measurement equivalence, in which are compared the three absolute methods of freezing calorimetry, alcohol calorimetry and dilution. Also compared are a capacitance snow moisture meter and one of the absolute methods. All comparisons were made in a laboratory coldroom using homogeneous snow with a mass liquid water content that varied from 0 to 14%. The comparisons show that the methods are equivalent and that the experimental errors associated with the measurements are consistent with what is expected from an error analysis of each method. However, the operational achievement of equivalence depends strongly on a variety of factors such as sample size, mixing of snow and working fluid, and operator skill.
