In recent years we have become obsessed with being ready for 1992'. Yet despite the hype, how many people understand what 1992 and all that' will actually entail? The Single European Market and Beyond offers a detailed account of both the practicalities involved and the principles behind them. It falls into four parts. Part I serves as an ontroduction to the subject and provides and overview. It examines the Single European Act (1986) - which set the 31st December 1992 deadline- in some detail. Dennis Swann argues that the 1986 act is best understood in terms of three ideas - Completing, Deepening and Widening the Community. Part II examines the completion of the market in terms of the '86 Act while Part III is concerned with the deepening and widening of particular aspects of the Act. It focuses on issues such as European Monetary Union, the Social Charter, Environmental Policy and political union. Widening also takes account of the countries now considering or actively seeking full membership - including the Eastern European countries.; Finally, in part IV, readers are given a series of final thoughts on the three issues most likely to shape Europe's future: the Single Market, EMU and Political Union

"The Economics of Europe, formerly published as The Economics of the Common Market, has been revised to present a picture of the European Union as it enters the new millennium. This new edition builds on previous volumes to provide an in-depth study of the economic principles underlying the extended scope of the EU. It includes an undated survey of the decision-making institutions and a discussion of new legislation, including the Maastricht Treaty of 1992 and the 1997 Treaty of Amsterdam. Other major aspects - transport and tariff barriers, fisheries and factor movements, foreign policy and defence, social regional and industrial policy, energy and the environment - are given comprehensive treatment, as are the challenges facing the European Union today."--BOOK JACKET

The article first reviews the traditional system of regulation as it applied to European scheduled services, it then considers why the Rome Treaty provisions which favour a more competitive approach were kept in suspense, despite Court of Justice rulings and a series of initiatives by the Commission. The impact of the 1985 "Nouvelles Frontières" case is considered and a final discussion, in the light of the experience of other countries which have deregulated, on the kind of problems which are likely to follow in the wake of a more competitive approach, follows.--SCAD summary
