The United States and coercive diplomacy by Patrick M Cronin( Book )

11 editions published in 2003 in English and held by 482 WorldCat member libraries worldwide

"With increasing frequency, U.S. leaders look to achieve their foreign policy goals by marrying diplomacy to military muscle. Since the end of the Cold War, "coercive diplomacy"--The effort to change the behavior of a larger state or group through the threat or limited use of military force - has been used in no fewer than eight cases." "But what, exactly, has the concept of coercive diplomacy meant in recent practice? What are coercive diplomacy's objectives? How does it operate? And how well does it work?" "To answer these questions, Robert Art and Patrick Cronin have enlisted a distinguished cast of scholars and practitioners to investigate the record of the past twelve years. Each author focuses on one of coercive diplomacy's recent targets, a remarkably diverse group ranging from North Korea to Serbia to the Taliban, from warlords to terrorists to regional superpowers." "As Robert Art makes clear in a groundbreaking conclusion, those results have been mixed at best. Art dissects the uneven performance of coercive diplomacy and explains why it has sometimes worked and why it has more often failed."--Jacket

Strategy and management in the post-cold war Pentagon by Robert J Art( Book )

4 editions published in 1992 in English and held by 26 WorldCat member libraries worldwide

The author explores two fundamental and interrelated questions about the National Military Strategy. First, how well suited is the strategy to the needs of the post-cold War world, and second, does the top political and military leadership of the Pentagon have sufficient control over the defense bureaucracy to make its decisions stick? The author's answer to the first question is that two of the strategy's four foundations--strategic defense and reconstitution--are beyond the scope of our resources as well as any conceivable threats on the horizon. In answering the second question, the author relates management to strategy and concludes that, as a result of the 1986 Defense Reorganization Act, the Secretary of Defense and the Chairman of the Joint Chiefs of Staff now possess the requisite management tools to get what they want from the bureaucracies they oversee. National military strategy; interservice rivalry; defense management

Why Western Europe needs the United States and NATO by Robert J Art( )

2 editions published in 1996 in English and held by 4 WorldCat member libraries worldwide

In this article, the author asserts that it is both wrong and dangerous to believe that security and power no longer motivate the Western European states in their relations with one another. The author provides an overview of Western Europe's political struggle to define its future security arrangements from the middle of 1989 to the end of 1995. Secondly, the author shows how the major state actors (the United States, Britain, France and Germany) used international institutions as tools in their battles with one another to construct these arrangements. Third, the author lays out the compromises through which this political struggle reached resolution and illustrates the role played by the Yugoslav crisis in resolving it
