The relationship between state governments and higher education institutions is analyzed, based on findings of research conducted in 25 states. After considering the multiple higher education institutions and their post-World War ii development in the various states, the book reviews major studies concerned with state government and college relations. Higher education concerns of state governments that constitute the agenda in the 1980s are considered, and three major types of administrative organization at the state government level are defined: statewide governing board, state coordinating board, and state advisory board. Attention is also directed to the two primary arrangements for full-time professional leadership to state higher education boards. Two basic questions about public higher education that state governments must resolve are also addressed: the differentiation of mission among multiple institutions of higher education and the allocation of available resources among public institutions and public programs. In addition, information is provided about the financing of college and key issues concerning external constraints on academic freedom. Finally, institutional autonomy in relation to state governments is discussed, along with speculation about future relationships. (Sw)

As American higher education enters the 70s, both its students and the society it serves have raised questions regarding its purposes, structures, and effectiveness. These papers on the assessment of colleges and universities were presented at the 1970 invitational conference of the American College Testing Program. The papers, in the main, emphasize student assessment of their colleges and universities and the assessment by society as a whole of its postsecondary educational institutions. Some of the papers review important historical concepts that make the present air of crisis more understandable. Some of them present evidence of past and present needs of ethnic minorities that can be of genuine help as we grope to find the way from conscious or unconscious racism toward a truly open society. The basic purpose of this project was to determine the extent and type of change which has taken place, in the past in the developing state colleges and universities, and which is projected for the near future. The project had two phases, the first phase consisting of a questionnaire survey of American Association of State Colleges and Universities (aascu) institutions and those eligible for membership. At each institution data were secured on (1) the success in carrying out present functions, (2) forseeable changes in these functions, (3) educational programs to be established, (4) the need for new resources to carry out proposed changes, (5) problems in fulfilling present functions if new areas develop, and (6) an analysis of specific teacher education. The second phase of the study had six objectives. These were to determine and describe (1) the general characteristics of institutional changes, (2) current institutional characteristics, (3) projected plans for development of curriculum, (4) developing forms of administrative organization, (5) current ideas for innovative programs, and (6) program changes in teacher education resulting from major institutional changes. The federal government is prohibited by the constitution from intruding into educational matters; state governments also have been reluctant to do so. The government has had to depend on voluntary accrediting organizations as evaluators of educational quality. These organizations assess educational quality and encourage its improvement. Educational auditing and accountability is one approach toward improving accrediting organizations criteria and procedures and their responsiveness to the needs of users of accreditation. The concept is modeled on the auditing system developed by the Securities and Exchange Commission for "accrediting" business. The auditing plan follows the same basic steps as current accrediting procedures with limited expansion of the research staffs of the regional accrediting commissions and the Council on Postsecondary Accreditation. The basic steps in the accrediting process would include (1) the institution carrying on a self-study and preparing two formal reports, including the educational statements of the institution and a report for publication; (2) the regional commission appointing a visiting committee whose members each have specific responsibilities; (3) the team of educational auditors, specialized committee members, and the chairperson conducting an on-site investigation to verify the assertions in the educational and financial statements; (4) a report and evaluation submitted by the committee to the regional commission; (5) recommendations to the institution; and (6) regular annual self-study analysis reported back to the commission.
