The extent to which government should be involved with regulation in the private sector is much debated. More fundamentally, one might ask exactly what is regulation, why is it needed, how is it formulated, and how is it enforced? These questions are especially relevant at a time in United States history when federal involvement in spheres traditionally left to individuals is being widely debated on all sides of the political spectrum

Does big business rule America? : Critical commentaries on Charles E. Lindblom's "Politics and markets" by Robert Hessen( Book )

5 editions published between 1981 and 1982 in English and held by 381 WorldCat member libraries worldwide

This volume pulls together commentaries on Charles E. Lindblom's book entitled "Politics and Markets: The World's Political-Economic Systems" (1977) which expounds the thesis that big business dominates American culture and politics and prevents the introduction of central planning in place of a market-oriented economy. Following an introduction, this collection of essays is organized into two parts. Part 1 contains arguments against the book's thesis in these six essays: "Pluralism Reconsidered" by Eugene Bardach; "An Alarmist View of Corporate Influence" by Royall Brandis; "How Powerful is Business?" By Ithiel de Sola Pool; "Democracy and the Corporation" by James Q. Wilson; "Business, Government, the Public: Who Manipulates Whom?" By Paul J. Halpern; and "The Servility of Business" by Clarence J. Brown. Part 2 contains an essay by David Stockman entitled "How the Market Outwits the Planners" which is a rebuttal of Lindblom's claim that natural resources will be depleted in an economy based on production-for-profit. Educational paperwork by Eugene Bardach( Book )

4 editions published in 1982 in English and held by 61 WorldCat member libraries worldwide

The purposes of educational paperwork, the reasons it may be excessive, and suggestions for mitigating excessive paperwork are presented in this document. According to the author, educational paperwork has four purposes: as a substitute for onsite inspection, as a "pseudo-contract" to encourage compliance, as a due process and participation mechanism, and as a consciousness-raising device. Educational paperwork may be burdensome or excessive, he says, when, like much regulatory paperwork, it imposes standardization on highly varied problems, when demands for accountability are extended to inappropriate situations, or when documentation is used to attempt to forestall deception. Six paperwork mitigation procedures are suggested, including (1) central oversight and clearance of data collection, within the agency seeking data; (2) redistribution of paperwork to specialized personnel; (3) reduction of excessive standards of accuracy or comprehensiveness; (4) filtering of "junk" memos, notices, and other paperwork; (5) better conceptualization of the usefulness of the data; and (6) substitution of more efficient means of carrying out paperwork's "ritual" functions (such as the wielding of power). Social Security at the Dawn of the 21st Century, the outcome of the most recent review, is intended to significantly extend the access of an international readership to accurate and up-to-date information and analyses on social security, which has without question developed during the twentieth century into one of the most important publicly financed and administered institutions in modern society. The chapters are grouped into two parts. Part one treats subjects related to policy trends and regional developments, with special emphasis on such important issues as redesigning social security programs, new management practices, and the informal care dilemma. It features major aspects of developments in Asia-Pacific and Latin America. Part two focuses on specific program areas, with special emphasis on problems and reforms in employment policy, pension systems, and public disability schemes. Information is also provided on new approaches to ensuring adequate access to health care and on policies in response to changes in family structures as well as an recent experience with social assistance programs."--Provided by publisher
