Reforming metropolitan schools by Allan C Ornstein( Book )

After presenting an overview of metropolitan schools, described as not successful in providing an adequate education for economically disadvantaged students, the authors examine four critical issues: compensatory education, educational accountability, decentralization and community control, and desegregation. While compensatory education has not been successful, movements toward accountability and community control offer promise for the future. However, the future of desegregation is uncertain. Long-range plans taking into account the difficulties of implementing desegregation may encourage careful and intelligent responses to the underlying issue; or the pretense that metropolitan segregation does not exist may continue. Interracial contact, it is contended, contributes to interracial understanding and cooperation; conversely, the absence of contact generates and/or perpetuates hatred and misunderstanding. It is understood that current conditions lead to low academic achievement caused, in part, by the sense of hopelessness and the feeling of illegitimacy inner-city students experience. Among potentially important school responses are a careful structuring of learning experiences leading to independence and self-control, parent involvement, minimization of failure, and positive self-definition. The contents of this book are organized into seven chapters. Chapter 1 discusses methods for organizing schools and communities. It deals with three alternative models for the schools: administrative decentralization, community participation, and community control. It also examines three alternative models for the community: social planning, locality development, and social action. Chapter 2 is divided into three parts. First we explore some of the misguided notions and assumptions about community control. Next we analyze the effects of governmental regulations on school and community organizations. Then we discuss community action programs. Chapter 3 reviews research on administrative-community school plans. Chapter 4 attempts to analyze some of the implications of the growing trend to create a black perspective in social science research. Chapter 5 first explores the rise of black nationalism and the accompanying decline of integrationist sentiments among many blacks. Next it explores briefly the relationship between race and crime, especially that between black nationalism and the use of violence as a political tactic. Chapter 6 discusses the overlooked majority, that is, white members of the working and middle classes, and the rise of ethnicity. Chapter 7 describes the rich. (Author/JM)

This book is divided into four chapters. The first examines the concepts and issues related to understanding social systems and how the schools can be viewed as a social system. The differences between centralization and decentralization, as well as systems-analysis and management-control approaches are also explored. In the next chapter, we are concerned with the research on administrative decentralization, community participation, and community control. Special emphasis is placed on the problems of the research and how it may be improved. Chapter 3 examines the administrative-community plans of 16 medium-sized school systems; the data are based on a survey for this book. Each school system is introduced by supplying general facts and figures pertaining to the size of the system, the student racial composition, the methods of selecting board of education members, the system's reading levels, and the system's financial situation. The discussion then proceeds to the system's reorganizational plans, wherever such plans have been implemented or are in the process of implementation. The final chapter consists of a detailed case study of the Detroit and New York City school systems; these two school systems are the only ones where some form of community control has been legally enacted with specific guidelines.
