These essays in honor of Professor Gerhard Tintner are substantive contributions to three areas of econometrics, (1) economic models and applications, . (2) estimation, and (3) stochastic programming, in each of which he has labored with outstanding success. His own work has extended into multivariate analysis, the pure theory of decision-making under un certainty, and other fields which are not touched upon here for reasons of space and focus. Thus, this collection is appropriate to his interests but covers much less than their full range. Professor Tintner's contributions to econometrics through teaching, writing, editing, lecturing and consulting have been varied and inter national. We have tried to highlight them in "The Econometric Work of Gerhard Tintner" and to place them in historical perspective in "The Invisible Revolution in Economics: Emergence of a Mathematical Science." Professor Tintner's career to date has spanned the organizational life of the Econometric Society and his contributions have been nearly coextensive with its scope. His principal books and articles up to 1968 are listed in the "Selected Bibliography." Professor Tintner's current research involves the intricate problems of specification and application of stochastic processes to economic systems, particularly to growth, diffusion of technology, and optimal control. As always, he is moving with the econometric frontier and a portion of the frontier is moving with him. This book results from a research program on which I have spent most of my time since 1974. It addresses two of the major problems facing social system account ing: how to measure and account for nonmarket activities and how to combine social and economic indicators. The solution I propose is accounts based on behavior settings, a concept originated by Roger G. Barker more than thirty years ago. Behavior settings are the natural units of social activity into which people sort themselves to get on with the busi ness of daily life--grocery stores, school classes, reI i gious services, meetings, athletic events, and so on. The descriptive power of behavior settings has been established in surveys of complete communities in the United States and England, of high schools ranging in size from fewer than 100 to more than 2000 students, of rehabilitation centers in hospitals, and of several other types of organizations. Behavior settings are empirical facts of everyday life. A description of a community or an organization in terms of behavior settings corresponds to common experi ence. In many cases, small establishments are behavior settings; the paid roles in behavior settingsare occupa tions; and the buildings and equipment of establishments are the buildings and equipment of behavior settings

The concept of behavior settings--the environments shaping individual behavior--was originated by Roger Barker in 1950 in connection with his community surveys in a small Kansas town, code-named Midwest. This book seeks to provide rural social scientists with an understanding of Barker's eco-behavioral approach and proposed adaptations of it to social accounts for town-and-trade communities, functional economic areas, and larger urban-centered regions. Chapters 1-9 make use of Barker's previously unpublished microdata from his last survey of Midwest's 884 behavior settings in 1963-64. Chapter 1 presents preliminary definitions of behavior settings; the programs of behavior settings; genotypes--categories of behavior settings with identical programs; authority systems--settings controlled by other settings; classes of authority systems; and genotype groups within classes of authority systems. Chapters 2-9 provide interpretations of (1) Barker's data sheet for individual behavior settings; (2) occupancy times by town subgroups; (3) population numbers by selected business settings, classes of authority systems, and genotype groups; (4) numbers of performers; (5) maximum penetration by population subgroups into zones of behavior settings; (6) behavior setting ratings on action patterns and behavior mechanisms; (7) behavior setting ratings for pressure on and welfare of children and adolescents; and (8) measures of the extent of a town's environment. Chapter 10 examines possible applications in the development of data systems, accounts, and models for rural and nonmetropolitan counties. This book contains 47 references and 62 data tables. (Sv)
