"Robert Stewart, 2nd Marquess of Londonderry, KG, GCH, PC, PC (Ire) (18 June 1769 ? 12 August 1822), usually known as Lord Castlereagh[n 1] (pron.: /k?slre/ KAR-sul-RAY), was an Irish and British statesman. As British Foreign Secretary, from 1812 he was central to the management of the coalition that defeated Napoleon and was the principal British diplomat at the Congress of Vienna. Castlereagh was also leader of the British House of Commons in the Liverpool government from 1812 until his death by suicide in August 1822. Early in his career, as Chief Secretary for Ireland, he was involved in putting down the Irish Rebellion of 1798 and was instrumental in securing the passage of the controversial Irish Act of Union of 1800."--Wikipedia

The causes of war have tended to attract more attention than the causes of peace, yet the two are intimately related. Indeed there was much talk of war during the unprecedentedly long periods of peace between the European great powers in the years 1815-1854 and again in 1871-1914, the Near Eastern crises of 1878 and 1887-8 being only two of the more notable examples. In the case of the latter, there occurred a spell of fatalistic and belligerent talk in both Berlin and Vienna which in many ways anticipated that which gripped those capitals by 1914. The aeroelastic analysis of Zisfein, Donato and Farrell (AD-155739) uses an aerodynamic matrix, a structural matrix and the initial angle of attack to predict the equilibrium pressures and shape of a wing. To test the accuracy of their methods, a flexible wing was built and instrumented with pressure taps and mirrors. The wing was tested at Mach numbers of 2 and 3, and both the pressure distribution and the deflected shape were measured. An aerodynamic matrix computed on the basis of the semiempirical procedures of the above authors was used to predict pressure distributions, and an experimentally determined structural matrix was used to find equilibrium angles of attack. Finally, these two matrices were used in the aeroelastic equations to compute pressures and angles of attack from the undeflected shape of the wing. Comparisons between theory and experiment are presented for eight different free stream conditions. -- page iii
