Historical reconstruction bridges the gulf between theory and practice extant in educational administration. This book characterizes evolution of administrative thought and practice in the United States. An introduction summarizes methods incorporated by this applied field from diverse administrative systems. Chapters 2 and 3 advance two of four major views of administration: "scientific management," drawn from industry; and "human relations," fueled by John Dewey's "democratic administration." Chapter 4 presents the bureaucratic view of school organization, resurrected from Max Weber's model and expanded by Talcott Parsons. Later concern for the individual created the open systems view, discussed in chapter 5. Chapter 6 categorizes these four views as considering either organizations or individuals and observes contributions by Andrew Halpin and Jacob Getzels and organizational syntheses by Thomas Greenfield and Harry Wolcott. Chapter 7 relates school administrative history to education as a local phenomenon. Chapter 8 discusses higher education, wherein democratic administration immediately evolved from commitment to academic freedom. Forces shaping educational administration graduate study are described in chapter 9. Enduring dichotomies during preparation include whether to emphasize practical skills or societal understandings. The conclusion recounts the field's history of knowledge and practice and discusses struggles with educational purpose and public expectations. Sixteen reference pages are provided. (Cjh)

Part 2 outlines the structural components of the state education agencies in each of the 50 states and then discusses three models for the governance of elementary and secondary education at the state level, plus several options that might be incorporated into one or more of the models. This section also discusses a survey of educational policy-makers' preferences for educational governance structures at the state level and suggests how the three governance models might be used to appraise and modify educational governance structures. This monograph studies the policy-making process of public schools at the elementary and secondary levels. Variables include legislative bodies and courts at the local, State, and national levels and special interest groups (E.G., labor unions and religious bodies, professional educators, and qualified voters). Public expectations have contributed to an increased nationalization of educational policy making. Citizens expect public schools to contribute to improved national security, economic growth, social mobility, and improved citizenship. Federal legislation in the areas of educational aid and civil rights has therefore mushroomed in the past decade. Philanthropic foundations have reinforced these trends by providing research grants aimed at improving the society as a whole, especially the underprivileged groups. Testing firms, private and public, have also influenced the curriculum of public schools to conform to certain standards. A review of three cases reveals the decision-making process in some detail. The cases include a study of the degree of local control of policy-making decisions, a clarification of the decision-making role of teachers and school boards, and the assertion of pluralistic elements at work in society today. Major findings of a summer seminar held at the university of chicago in 1966 define current issues related to state departments of education (sde) and lead to 23 recommendations for strengthening these departments so that they may be effective partners in the government of education. Sde's are evaluated with respect to five major activities--operational, regulatory, service, developmental (improvement of services), and public support and cooperation. Failure of sde's to achieve optimum results is due to inadequate financial support, lack of agreement on method, need for personnel, and organizational inertia. Special aspects of the study include--(1) historical developments and current status of sde's, (2) selected characteristics of sde's (3) background and career patterns of state department personnel, (4) state power and local decisionmaking in education, (5) the impact of title v on sde's, and (6) the emerging role of sde'S. Data supporting the study were obtained from interviews of 116 professional personnel, responses of 39 chief state school officers to a questionnaire on use of title v funds, and an analysis of three state departments of education, small, medium, and large. This report reviews the education research and development funding policies of the National Institute of Education (nie) and attempts to evaluate the impact of those policies on the nation's education research and development system, particularly the regional education laboratories and research and development centers established by the Federal government in the 1960s. The report is based on the work of ten consultants and represents a synthesis of the different consultants' views. An additional paper prepared by one of the consultants is included as an appendix. Individual chapters of the report discuss the task and procedures of the consultants, the role of research and development in improving education, present resources for education research and development, the context for policy-making at nie, policy directions at nie, and the conclusions and recommendations of the consultants.
