This book assembles in one indexed reference work all the Gallup polls on trends and issues in American education from 1969-78. These reports have gained a reputation as the most authoritative source in information available concerning the public's reaction to basic questions about the public schools. Each chapter discusses the major problems confronting public schools in a particular year as well as the purpose of the study and research procedures. An introductory chapter, written by Dr. Gallup, reviews some of the major opinion trends revealed by the polls. For instance, in 9 of 10 surveys, discipline is cited more often than any other problem, followed by busing, financial concerns, and student drug use. The Phi Delta Kappa/Gallup polls have been sampling public opinion about U.S. public schools for over 25 years. This book presents selected findings of the annual polls, with a focus on public perceptions of educational finance, school effectiveness, educational reform, discipline, and school choice. Chapter 1 presents data that dispute the common belief that Americans have lost faith in the public schools. Nationwide, parents have given their children's schools a "b" grade since 1986 and tend to grade public schools overall slightly lower. Americans report that they value education above the military and above business productivity. Chapter 2 provides poll data on educational finance, which indicate that most Americans are willing to pay more taxes to raise the standard of public education. The third chapter examines attitudes toward educational change. The American public is highly supportive of changes that hold promise of improving the public schools' capacity to meet sound educational goals. However, people are wary of changes that might threaten the principles on which public education is grounded. Views of the major problems facing schools, particularly drugs and student discipline, are described in the fourth chapter. Chapter 5 examines poll data on school choice, which show that most Americans do not support educational vouchers but do support public school choice. Ten tables are included. (Lmi)

This document clarifies the concepts of Performance Based Teacher Education, examines their potential, and identifies problems and questions. Five essential elements are identified: 1) teaching competencies to be demonstrated are role-derived, specified in behavioral terms, and made public; 2) assessment criteria are competency-based, specify mastery levels, and are made public; 3) assessment requires performance as prime evidence and takes student knowledge into account; 4) the student's rate of progress depends on demonstrated competency; and 5) the instructional program facilitates development and evaluation of specific competencies. Characteristics include program individualization and modularization; emphasis on exit rather than entrance requirements; the systemic, open approach, with feedback loops and program alternatives; and student and program accountability. The advantages of pbte are identified and include the attention to individual abilities and needs, the focus on objectives, the emphasis on the sharing process by which these objectives are formulated and used as the basis of evaluation, and efficiency. There are problems in the lack of valid evaluation criteria and in the domination of pbte by competencies which are easy to describe and evaluate. (Mbm)
