Designed to assist rural planners and policy makers of developing countries in the use of nonformal education programs, this book analyzes the findings of a two-year irternational research study. Emphasizing a functional view of education and equating education with learning, the focus is on: (1) preplanning diagnosis, (2) educational delivery systems, (3) costs and required resources, (4) innovative solutions, and (5) evaluations of nonformal programs. The case studies have been presented to help planners and administrators see how cost analysis can be used to improve the efficiency of their educational systems, and to get the best value from their existing resources. Topics examined in these case studies include using cost analysis to improve the efficiency of school building in the United Kingdom, planning in university systems in Canada, the costs of secondary education in Morocco, improving efficiency in the utilization of teachers in technical education, comparative costs and efficiency in full-time and part-time education in the ussr, and programing annual current and capital expenditures during the planning period in Hungary. Three case studies dealing with Uganda consider an evaluation of educational costs, the behavior of nonteacher recurring expenditures, and the use of cost evaluation in the planning of a university college. Designed to provide developing nations and government agencies with information on nonformal education, this study presents general guidelines on how to: (1) assess the needs within a given country for rural children and youth; (2) plan effective/economic programs to meet these needs; (3) develop means to evaluate and strengthen such programs; and (4) define the ways in which external agencies can be of the greatest help in program implementation. Limited in scope to nonformal education, out-of-school youth and children, and rural areas of developing nations, the study's data are derived from 12 case studies (11 countries) of nonformal education programs and discussions with knowledgeables in developing countries, government agencies, research institutions, etc. Constituting the core of evidence, the case studies are presented in terms of: (1) a general diagnosis of rural educational needs viewed in a broad social-economic context; (2) an inventory/assessment of existing nonformal education programs addressed to rural children/youth; (3) fuller analysis of selected programs appearing to offer significant lessons for other countries; and (4) critical assessment of both positive and negative program experiences. This report also identifies fundamental concepts, present patterns, critical issues, and the means by which nonformal education programs can be activated. (Jc)

Presented in capsule form for the convenience of busy policy makers, planners, and program managers, this booklet summarizes major findings of a three-year study on practical aspects of rural development, with particular emphasis on ways of alleviating extreme poverty among disadvantaged rural families. Using case studies from Bangladesh, India, Indonesia, South Korea, Sri Lanka, and Thailand as a basis, the report contains sections on the new international consensus, the genesis of the new consensus, getting to know the rural poor, toward better integration, toward greater community participation, the importance of front-line workers, educating villagers for change, new roles for voluntary organizations, some practical next steps, and an epilogue. Stressing that the first "must" for anyone desiring to help the rural poor is to get to know them before deciding on what specific program approach to adopt to meet their needs, the document further suggests that another important requirement is to focus on the whole family. Noting that the family improvement measures in the study (health, nutrition, family planning, etc.) do not in themselves comprise a total rural development strategy, the report emphasizes that these essentials must be part of a broader strategy that also includes strong measures for accelerating rural economic growth. Rural development is a far more complex, long term proposition than has been generally admitted, for it involves a fundamental transformation across social, political, and economic lines. While the learning needs of rural populations vary considerably, educational planning for all rural areas should incorporate the concept of learning as a lifelong process, and the collective potential of existing formal, informal, and nonformal educational modes should be thoroughly explored. Possible means of affecting change via careful educational planning might include: (1) reorientation and transformation of the schools (area specific objectives to accomodate the majority, rather than the minority; flexible time schedules that do not tie age to grade; and concentration on a generalized curriculum); (2) building educational components into local development projects; (3) strengthening indigenous learning systems to do a broader and better job; (4) tying related educational programs together; and (5) tapping unused resources (e.g., broadcasting systems, underutilized school facilities and teachers, etc.). These suggestions imply that educational planning must: involve all voluntary and official organizations; become more and more decentralized; be melded with development planning; pay much closer attention to the sociological, cultural, political, and organizational aspects of education; include training for non-professional planners.
