Educational finance policies have such a critical influence on every educational service and program, on the national economy, on the welfare of individuals, and even on the welfare of the nation itself, that educational finance cannot be studied adequately in isolation from our total social system. Therefore, the authors have used the systems approach in presenting much of the present knowledge of educational finance and many of the major problems and issues in that area. This approach involves an extensive analysis of the economics of education and of the effect of education on the national economy. It implies utilization of the planning-programming-budgeting system or the educational resources management system. Modern fiscal policies for education require long-range educational planning, an essential component of this approach. The study of school finance and business management involves systems analysis and operation research to maximize educational return per unit of financial input. Both administrative policies and the structure of district organization must be appraised in terms of financial efficiency and effectiveness in providing needed educational services. The effects of alternative educational finance models on the equalization of educational opportunity and on equity to taxpayers must be given careful consideration. (Author)

This monograph aims at presenting information and suggestions on alternative provisions and procedures for planning and effecting needed changes in education. It outlines the kinds of studies that need to be made to facilitate rational planning, describes how these studies should be conducted, and identifies the personnel to make the studies. Although the major focus is on effecting improvements in provisions for financing schools, many of the observations and suggestions should be helpful to State officials and legislators, planning agencies, and other groups concerned with studies and proposals relating to provisions for all aspects of education. The subjects covered include (1) organization for State planning and coordination: some alternatives; (2) organization and procedures for planning and effecting improvements in education; (3) studies of educational needs and programs; (4) studies of financial provisions and needs; (5) analysis of alternatives; and (6) constitutionality of alternative models. This project presents a developmental study of alternative models for the organization of large school districts. Its objectives are: (1) to conceptualize, describe, and develop alternative administrative structures for large urban school systems; (2) to conceptualize and describe staffing policies for the different models; and, (3) to conceptualize the organizational arrangement and procedures required for the resolution of organizational conflict, such as administrator, board member, and teacher conflicts arising from teacher militancy. Seven chapters address the following topics: the problem and procedures for the study, school district organization and administration (history, review of the literature, and other issues), confrontation, politics, and conflict in urban school systems models of large school system organization, alternative models for large school system organization, consequential analysis, and the summary of findings, conclusions, and implications. A series of appendices, tables, and figures are also included. There is indication that the intensity of conflicts in many urban school districts may divert too much of the energy of school administrators and other personnel away from the primary goal to provide quality educational programs. Also indicated is the need for a system that is more flexible and more responsive, for increased communication, and for the increased opportunity to participate in decision making. (Author/AM)

A proposal to improve the quality of florida education by awarding incentive grants to public schools was described. The present foundation program for state support of public education has been found to provide only minimum quality education, partly caused by the lack of local tax effort in supporting the foundation program. In the future, the grant's amount will be based on local tax collection efforts. The requirements governing expenditure, the legislation implementing the plan, and the computation method determining grants were outlined.
