Some of the results of the comparative study are surprising. For example, contrary to common assumptions, collaboration between individual faculty members and colleagues in industry appears to be as high in Japan as it is in the United States. It also becomes clear that it is the pace of technological change, more than government incentives, that puts universities in the position of driving the most exciting areas of business growth. Finally, although universities are vital to the networks that lead to innovation-based growth, experience in both Japan and the United States suggests that policies aimed at transforming economically depressed areas through the promotion of university-based ventures are difficult to implement when the environment for economic transformation is weak

Free atoms of oxygen and nitrogen are introduced into the ambient atmosphere when electrons dissociatively recombine with positive ions. In the lower D-layer of the ionosphere it is found that for fractional ionization levels greater than about 10 to the minus oth power this process dominates the attachment mechanism, thereby leading to the introduction of free atoms as contaminants. The nitrogen atoms oxidize to form nitric oxide on a relatively fast time scale. At a slower rate, the oxygen atoms react to form ozone. Finally, the nitric oxide and ozone react to form nitrogen dioxide. The concentration and the rate of formation of the species is studied as a function of altitude and intensity of the initial impulse of ionization. It is found that for initial ionization levels greater than about .00001, the ultimate ozone and nitrogen dioxide concentrations are determined solely by the reaction rate coefficients and the ambient concentration of molecular oxygen and are independent of the initial electron density. This report is about the serious shortcomings in U.S. math and science education, and what the federal government can and should do in order to play a much more effective role in the national effort to remedy those shortcomings. The task force responsible for this document believes that math and science education should receive priority attention as a specific focus area in federal pre-college education reform initiatives. However, math and science educational improvement must be undertaken in the context of systemic reform of k-12 education as a whole: teacher capability and diversity, school structure and management, and student motivation. Federal programs in general school reform and in math and science education should be concurrent, coordinated efforts. Sections include the following: (1) "The Social Context for a Federal Reform Movement"; (2) "Inadequacies in Pre-College Math and Science Education: a Chronic and Serious Threat to the Nation's Future"; (3) "Assumptions to Guide Federal Strategy and Organization"; (4) "Federal Activities in k-12 Math and Science Education"; (5) "Priority Roles for the Federal Government in Math and Science Education"; (6) "Strengthening the Key Federal Agencies"; (7) "Deciding Administration Policy and Oversight"; and (8) "Building a National Strategy for Improving Math and Science Education." Descriptions of four alternative assignments of federal management responsibility for k-12 math and science education and the reasons they were not recommended are appended. (Kr)
