Indonesia has proved a fertile ground for peasant studies and produced paradigms in one epoch or another, such as Boeke's social dualism and Geertz's agricultural involution. This literature has created an image of peasants as always passive to market forces and having little capacity to organize modern commerce and industry. On the contrary the authors of this book demonstrate active participation and entrepreneurship on the part of the peasant population through their research into the marketing of peasants' produce from rural villages to town markets in the upland areas of Indonesia. The peasant marketing system, consisting of a large number of petty traders and processors rooted in rural villages, works efficiently in economizing on the use of scarce capital and management inputs while making intensive use of local inputs, especially labour which has a low opportunity cost. Not only is the marketing system an effective support for farm production but it itself generates significant employment and income in the rural sector. The scene observed there is similar to the role played by peasant entrepreneurs who supported the modern developments of commerce and industry in Meiji Japan. It suggests a genuine possibility of rural-based economic development in the Third World and a model for post-socialist states on how to create and organize markets

This paper reviews the recent problems of the opening of Japan's rice market and evaluates the Japanese government's rice policy from both an economic and political viewpoint. The Japanese government made strenuous resistance to the opening of Japan's rice market during the negotiations on agricultural trade at the GATT Uruguay Round. Eventually Japan's rice was made exempt from tariffication by compensating in the form of increased 'minimum access' import quotas. However, the tariffication rule of the final agreement guarantees that importing countries can impose considerably high tariffs. Thus, the volume of Japan's rice imports could be decreased if the Japanese government accepted the tariffication agreement. In retrospect the decisions made by the Japanese government have effectively protected the vested interests of the domestic rice distribution system, while hindering the structural improvement of the Japanese rice industry

Policies to tax farmers in low-income countries and policies to subsidize them in high-income countries have been identified as a major source of the disequilibrium of world agriculture. Recently, as many high-performing economies in Asia advanced from the low-income to the middle-income stage through successful industrialization, they have been confronted with the problem of a widening income gap between farm and non-farm workers corresponding to rapid shifts in comparative advantage from agriculture to manufacturing. In order to prevent this disparity from culminating in serious social and political instability, policies have been reoriented toward supporting the income of farmers. At the same time, governments in middle-income countries must continue to secure low-cost food for the urban poor who are still large in number. The need to achieve the two conflicting goals under the still weak fiscal capacity of governments tends to make agricultural policies in the middle-income stage tinkering and ineffective. Greater research inputs in this area are called for in order to prevent the growth momentum of high-performing economies in Asia from being disrupted by political crises
