In 1996 the World Bank Operations Evaluation Department completed an internal review of 50 large dams funded by the World Bank. IUCN-The World Conservation Union and the World Bank agreed to jointly host a workshop in April 1997 to discuss the findings of the review and their implications for a more in-depth study. The workshop broke new ground by bringing together representatives from governments, the private sector, international financial institutions and civil society organizations to address three issues: critical advances needed in knowledge and practice, methodologies and approaches required to achieve these advances, and proposals for a follow-up process involving all stakeholders

Improving primary health care delivery in Nigeria : evidence from four states by World Bank( )

This study aims at understanding the performance of primary health care providers and the variables driving this performance using the World Development Report (WDR) 2004 accountability framework. The study is primarily based on quantitative surveys at the level of primary health care facilities, health care personnel, and households in their vicinity. These surveys were implemented in four states: Bauchi, Cross River, Kaduna, and Lagos. Despite large Government efforts, the delivery of quality primary health care services remains a challenge in the country. The condition of the infrastructure is poor; many facilities do not have the required equipment or the pharmaceutical products to offer quality care. In addition, household satisfaction with services is low and very few outreach services are provided. The three levels of government, Federal, State, and local governments have some responsibility in the provision of health services. The division of roles and responsibilities between levels, particularly between states and LGs, is complex and not always clear undermining the accountability relationships between citizens, policymakers, and providers. In addition, health personnel salaries are often delayed and are not linked to the provision of services. Clearly defining lines of responsibilities, performance based financing of local governments and providers, and the collection, analysis, and sharing of information are some options that can help to re-align incentives and improve accountability of policymakers and providers. Reinforcing client's power and increasing their demand of services can compensate for weaknesses in the "long route" of accountability for the delivery of primary health care. The Nigerian Government has long recognized the importance of community participation in the delivery of basic health care services and has thus tried to involve the communities in the development of PHC along the lines of the Bamako Initiative
Shared prosperity and poverty eradication in Latin America and the Caribbean( )

Over the last decade Latin America and the Caribbean region has achieved important progress towards the World Bank Group's goals of eradicating extreme poverty and boosting income growth of the bottom 40 percent, propelled by remarkable economic growth and falling income inequality. Despite this impressive performance, social progress has not been uniform over this period, and certain countries, subregions and even socioeconomic groups participated less in the growth process. As of today, more than 75 million people still live in extreme poverty in the region (using $2.50/day/capita), half of them in Brazil and Mexico, and extreme poverty rates top 40 percent in Guatemala and reach nearly 60 percent in Haiti. This means that extreme poverty is still an important issue in both low- and middle-income countries in the region. As growth wanes and progress in reducing the still high levels of inequality in the region slows, it will be more important than ever for governments to focus policies on inclusive growth. The book includes an overview that highlights progress towards the goals of poverty eradication and shared prosperity between 2003 and 2012, unpacks recent gains at the household level using an income-based asset model, and examines some of the policy levers used to affect social outcomes in the region. It draws on 13 country studies, eight of which are featured in this volume: Argentina, Brazil, Colombia, El Salvador, Mexico, Paraguay, Peru, and Uruguay. The other case studies include: Bolivia, Chile, Dominican Republic, Ecuador, and Honduras, which will be included in the web version of the book.--

Beyond its terrible toll in human lives and suffering, the ebola epidemic has inflicted a measurable economic impact on West Africa in terms of forgone output, higher fiscal deficits, rising prices, lower real household incomes, and greater poverty. This impact results partly from the health-care costs and forgone productivity associated with being infected, but it is driven principally by the efforts of the uninfected population to avoid exposure ('aversion behaviour').
