Section Three, Prospect, considers current reforms in the nhs, including discussion of the aims of the reformed service, current strategies for change, and significant omissions from the general strategy. Section Four, Horizons of Quality, focuses on the implications of the concepts of quality and accountability on the people and institutions involved in the nhs and on future policy formation and planning. This book comprises a series of commissioned essays following on a preliminary study directed towards the major criticisms of the economics of the NHS which have been made over the years, and of the relevant experiences in other countries using different methods and systems of finance to those applying here. Good descriptions of the health care systems of those countries are available to fill out those features referred to in the essays. The text as a whole is designed to provide a mosaic of discussion within the framework of this introduction and the finale of most of the elements which are frequently assumed would be part of any system which could conceivably be regarded as an option open to a British Government set on reforming the finances of the NHS. In particular what was specially notable in the preliminary reconnaissance was the extent of control and regulation which had become almost universally applicable to health service systems here and abroad
