Designed as a basic resource document for public policy makers and school finance program planners, this final publication of the National Educational Finance Project presents a variety of data and arguments to support the concept of increased public investment in elementary and secondary schools. Within the different chapters, various authors present an economic rationale that justifies this investment and provide educational finance data that document the need for a major commitment of public funds to education. Tax capacity and effort of the 50 states are examined, and sources of revenue to support the proposed educational expenditures are identified. Finally some guidelines are presented regarding the design of state school finance formulas that may better serve to equalize educational opportunity. (Author/JG)

Written in China more than 2,000 years ago, Sun Tzu's classic The Art of War is the first known study of the planning and conduct of military operations. These terse, aphoristic essays are unsurpassed in comprehensiveness and depth of understanding, examining not only battlefield maneuvers, but also relevant economic, political, and psychological factors. Indeed, the precepts outlined by Sun Tzu can be applied outside the realm of military theory. It is read avidly by Japanese businessmen and in fact was touted in the movie Wall Street as the corporate raider's bible. In addition to an excellent translation of Sun Tzu's text, Samuel Griffith also provides commentaries written by Chinese strategists, plus several thought-provoking essays on topics such as the influence of Sun Tzu on Mao Tse-tung and on Japanese military thought, the nature of warfare in Sun Tzu's time, and the life of Sun Tzu and other important commentators. Remarkable for its clear organization, lucid prose, and the acuity of its intellectual and moral insights, The Art of War is the definitive study of combat

On-the-job training in Milwaukee: nature, extent, and relationhip to vocational education by Richard Perlman( Book )

4 editions published in 1969 in English and held by 20 WorldCat member libraries worldwide

A questionnaire surveying on the job training programs at industrial firms in the Milwaukee area was administered through interviews with the firms' personnel officers. Of a random sample of 245 companies, interviews were completed at 150 firms. The survey revealed a generally negative attitude toward vocational school efforts in imparting training in specific company jobs because vocational school education is seen as being too generalized, rather than offering adequate preparation in particular skills. It is suggested that there should be a separation of function of vocational school and company training, with the responsibility for training and practice opportunities being left to the company's on the job training, and the vocational school providing the general know-how common to most skilled work. It is also suggested that vocational school should accompany, rather than precede, employment in a firm offering on the job training. (A copy of the questionnaire, the detailed findings from responses, are included.) (mf)
