The U.S. Government has recognized that literacy, education, and the availability of books are essential for the development of a nation's human and institutional resources. This policy stresses the importance of encouraging book publishing capability in developing countries, and this pamphlet is designed to stimulate the interest of both Americans and leaders in the developing countries by indicating how publishing can be strengthened. The pamphlet specifically guides: (1) officers of the Agency for International Development and other U.S. Government agencies in ways to involve the private sector of American book publishing in implementing the national book policy overseas; (2) the U.S. publishing industry by encouraging increased interest in working with publishers in the less developed world and by helping the U.S. industry to assess opportunities to become involved; and (3) governments and publishers in the developing countries by describing the range of considerations the U.S. Government has in mind as it approaches overseas book problems and the ways in which American publishers might be able to help overcome them. Appendixes list countries in which AID is currently operating and countries or areas with investment guaranty programs. (Author/JB)

Emphasizing that books are keys to cultural development, catalysts to trade, and unparalleled (but "neglected") ambassadors of American culture, this report points out the need for a new international outlook on the part of the entire United States publishing community. The report calls for a renewed cooperative approach, which would bring disparate parts of the U.S. book community together with a common cause, to help fulfill the immediate educational and economic needs of Third World countries. Various chapters of the report discuss the following: (1) the sponsorship, purpose, scope, and method of the study; (2) the faltering state of U.S. book exports; (3) the influence of multinational publishing; (4) the impact of English-language publishing in continental Europe; (5) previous major U.S. book distribution assistance programs; (6) current U.S. assistance programs; (7) assistance programs of other countries; (8) deterrents to U.S. book exporting; (9) responsibility for U.S. books abroad; and (10) a suggested plan for the future Appendixes include the United Nations roster of developing countries, book types exported by the United States, and statistics of four book distribution programs. The economics of book publishing are described in this study completed for the National Commission on Libraries and Information Science. Segments of the book industry are compared by annual sales and titles published, as is profitability by categories of publishing. Operating statements of major categories are examined and capital requirements and returns on investment are compared by categories. Editorial and royalty costs; manufacturing costs and the economics of scale in hardbound and paperback publishing; sales and promotion costs; costs of mass sales and on-demand fulfillment; and general and administrative costs are discussed. Categories of income from secondary rights and risk factors in pricing in relation to unit costs and estimated sales are described. Special economic problems engendered by returns of unsold books and advances to authors are evaluated, along with advantages and costs of overseas distributors and pitfalls facing book publishers in periods of rapid technological change.
