"The national committees of the major political parties in the United States are symbols of party government. They carry forward a national heritage of peaceful change in national politics and administration. National committees are substitutes for party ideologies, yet they are pretty much headless, drifting organizations. Cotter and Hennessy explain why this is the case, arguing that the vagueness of the committees' responsibilities between presidential elections is one of the main sources of their limitations. Politics without Power explains what the national committees are, who belongs to them, where they are located in relation to other politically oriented organizations, what they do, and what steps might be taken to make better use of them. Although the authors' descriptions in this classic volume are straightforward, their recommendations are sweepingly bold. A few have been instituted in part, but most have yet to be adopted. If they were, it would completely change the makeup of the two committees and the political processes. Among their proposals are that the offi ces of national committeeman and committeewoman should be abolished, that the national chairman of the in-party continue to be chosen by the president or candidate, and the national chairman of the out-party be the titular head of that committee. The out-party should have a party council to interpret the platform and to recommend a platform to the national convention. There should be a tax credit for small contributions to the national committee or state committees, and each national committee would have its own building shared with the Congressional Campaign Committees. Dataset examines the complex role of party organizational strength in electoral politics. Major areas of inquiry were the conceptualization, measurement, and identification of the determinants and consequences of party organizational strength at state and county levels. Responses were gathered from mailed questionnaires and personal interviews with various state party officials. Part 1 contains data collected from former Republican and Democratic state party chairs, 1960-1978 in the 27 sample states of the data collection. Part 2 contains results from personal interviews with both the current state party chairs, 1978-1980 and the executive director for each party in the 27 sample states

The Wisconsin State Committee and the U.S. Commission on Civil Rights have received many complaints of discrimination against minority students on the campuses and in the communities which house the Wisconsin State Universities. The Committee and Commission staff reviewed the complaints and decided to conduct an inquiry into problems associated with minority enrollment, more specifically, black enrollment, in the Wisconsin State University System. The complaints received pertained mostly to events at WSU-Whitewater and WSU-Oshkosh. In each case the local wsu administration instituted disciplinary action against a group of black students who allegedly committed acts of mass violence. In each instance special academic disciplinary proceedings were instituted by the Office of wsu Regents in Madison, and students were additionally tried in court on criminal complaints. This report is based on the data and impressions gained from the extensive interviews conducted on campus and in the local communities, and from the responses gained from circulated questionnaires. Cornelius P. Cotter was a professor of political science at Stanford University. While earning his Ph. D. in Public Administration from Harvard University, and during his first years as a professor, he worked as a general manager, business manager, and public relations director for summer stock theatre companies. From 1949 to 1956, Cotter was employed with St. John Terrell's Music Circus in Lambertville, New Jersey; Niagara Falls Summer Theatre in Niagara Falls, Ontario; and the Melody Circus Theatre in Milwaukee, Wisconsin. The Cornelius P. Cotter papers, dated 1949 to 1958, highlight the business end of summer stock companies through correspondence, weekly operating statements, and budget memoranda. The companies' productions are documented through programs, fliers, clippings, and photographs; also included are programs for productions of related summer stock companies working during the early 1950s. Correspondence, most of which relates to Cotter's work with St. John Terrell, discusses plans for upcoming seasons, proposals to launch new summer stock companies, and budgetary concerns for the companies
