In 1973-75, as a result of federal grants, the four major boards of education in Ontario experimented with different approaches to the teaching of French, and an evaluation of the experimental programs was also undertaken. The present report is an overview and evaluation of the entire research effort. Three approaches to French instruction have been tried: (1) "core French," (2) "extended French," and (3) French immersion. For each of these programs, the research assessed: (1) progress in French, (2) native language development, (3) general educational progress, (4) attitude development, and (5) other psychological characteristics that might be influenced by the increase of French in the curriculum. A brief description of the experimental programs is provided, followed by an analysis of the main issues involved, and a discussion of the research designs used in evaluating the programs. The report finds that all three program options have potential for language learning, but warns against treating three types of programs as rigidly divided alternatives. It recommends a clearer definition of program objectives, more attention to curriculum research and development, and greater concern for the cultural and affective aspects of the curriculum. The report also comments on the entire Ottawa-Carleton Project as an experience in policy-oriented research and evaluation. (Author/CLK)

This report presents an overview of three major research projects on the instruction of French as a second language. The projects are being carried out in the schools of the Ottawa Roman Catholic Separate School Board, the Carleton Roman Catholic Separate School Board, and the Carleton and Ottawa Boards of Education. The projects are concerned with two major issues: (1) the time allotted to French instruction and (2) the choice between treatment of French as a subject or as a medium of instruction. Studies explore differences in teaching strategies, contrasting immersion programs, core French programs, extended French programs, and specialized programs, such as partial immersion; French for single subjects; and bilingual education at the high school level. The report also provides responses to questions on second language teaching and learning asked by the Ontario Ministry of Education, specifically on the topics of child development, organization, content, methodology, culture, and teachers. This study arose from the recently published report of the National Foundation for Educational Research (nfer) in Britain, "Primary French in the Balance" (1974). The study consists principally of a series of discussions between the project leader, Ontario Ministry of Education officials, the principal investigator, and other invited participants in the workshop sessions. The study summarizes the main findings of the research undertaken in Britain between 1964 and 1974 and raises in the form of questions and answers the principal issues of interest to Ontario educators. Questions concern experimental French instruction in Britain - specifically the materials used, program objectives, teachers, evaluation of experimental programs, and the results of the evaluations. Discussions of the latter include the effect of class size, grouping, and individualization; the amount of time alloted for instruction; the age factor on achievement; student attitudes and motivation; and the situation in small rural schools. This report on the French Teaching Modules Project is divided into four parts. Part one describes current theoretical concerns in second language curriculum and outlines a scheme for second language curriculum development. Part two explains the history of the project and the underlying principles of modules. Part three describes case studies which illustrate the experimentation with modules. The case studies reported have been examined in terms of topic selection, substantive and linguistic research, module design, and formative evaluation and revision procedures. Part four offers a description of a scheme for the systematic evaluation of modules and describes two case studies in which this scheme was applied. (Author)

This report of an international conference of language teaching experts held under the auspices of the unesco institute of education in hamburg, Germany, April 9-14, 1962, reviews the whole problem of second language learning at the primary stage of education, and identifies the pertinent, related fields in need of further research. Following a brief discussion of arguments for early second language learning, it surveys extensively the results of practical experience and physiological and psycho-educational research that strengthen the argument for an early start. In the final section of general recommendations for introducing a language in primary schools, are discussions of such problems as policy and planning needs, teacher and student requirements, and course content, methodology, materials, continuity, and cost. Also noted there, for those undertaking research, are the consideration of variables in learning situations, the need for theoretical background from related disciplines, and a list of specific problems. The four appendixes that precede an extensive bibliography contain a list of participants, a summary of primary school language teaching, a case study of bilingualism, and notes on documentation and reports. Die politischen Ereignisse haben dieses Werk um seine volle Wirkung gebracht. Die Psychologie in Deutschland wandte sich insgesamt wieder von der empiristischen Grundhaltung ab, welche - von FECHNER und WUNDT bis zur Gestaltpsychologie - der Motor ihrer großen Lei stungen gewesen war. Auf diese Weise wurde die Sprachpsychologie bei uns in starkem Maße rein geisteswissenschaftlich orientiert. Das konnte um so leichter geschehen, als das geheimnisvolle Phä nomen der Sprache zur Mystifikation und zur Verwendung eines Prestige induzierenden Stils geradezu herausfordert. Was in deutscher Sprache beispielsweise über das Problem der Bedeutung geschrieben wurde, ist weithin durch die Tatsache geprägt, daß "bedeutend" einen positiven Wert, eine Anerkennung impliziert ("ein bedeutender Mensch"). Die Auswirkung dieser merkwürdigen Synonymie auf Philosophie, Anthropo logie und Psychologie ist ein amüsantes Exempel der Richtigkeit WHoRFscher Thesen. Die Möglichkeit, in der Sprache über die Sprache spekulieren zu können, ist der Entwicklung der Sprachpsychologie nicht günstig gewesen. This literature review looked at core French (programs of French as a second language taught as a subject) as opposed to immersion French in terms of starting grade, instructional time, instructional materials, children could bring bilingual experience to learning French, starting age is less important than sometimes argued. Neither starting age or grade level should outweigh such considerations as the appropriateness of the curriculum, the continuity of the instruction, the availability of appropriate staff, and the provision of suitable and adequate learning materials. While there are several factors that affect instructional time it appears that for a core program intensive periods of instruction should be incorporated to enhance its effectiveness. Instructional materials will have to emphasize continuity, integration and differentiation, and educational quality if programs are to be strengthened and provide the best outcome. With regard to pupils who learn French as a third or fourth language, the literature is reassuring and suggests that providing them with French will be providing them with an opportunity rather than a problem since the minority language children could bring bilingual experience to learning the French language.
