This report examines the role of the Soviet secret police (KGB) in some of the most important power struggles in the Kremlin since the death of Stalin. It relies heavily on an ability to separate useful information from the misinformation and disinformation that are too often found in the only available sources--publications and statements by Soviet and ex-Soviet participants and observers. The available evidence leaves little doubt that the KGB has been an instrument and arena of internecine conflict among Soviet leaders from its founding in April 1954. Thanks to their control of an immense arsenal of politically potent weapons, moreover, KGB cadres appear to have played important and sometimes decisive roles in the allocation of power and authority in the Kremlin under all of Stalin's successors

An analysis of emergent ethnodemographic and ethnopolitical trends in the USSR and a discussion of their economic, military, and political implications for the Soviet regime and for the West. There is a large disparity between the population growth rates of the country's 'European' (Slavic and Baltic) nationalities, which are low and have steadily fallen, and the growth rates of its 'non-European' (Caucasian and Central Asian) nationalities, which are extremely high. As a consequence, by the end of the century, between 20 and 25 percent of its teenagers and young adults will be 'non-Europeans, ' of whom the vast majority will be Muslim Central Asians. (Author)

Following an evaluation of Gorbachev's 'first-term' performance as a crisis manager, the Note examines the current situation and concludes with speculation on future prospects. Russia's economic, political, and social development as well as its integration into the community of Western nations will depend importantly on the extent of its participation in the ongoing information revolution in which those nations are embarked. Under the leadership of Vladimir Putin, the Russian government has sought to promote the development of information and communications technologies (IT), but it is both limited in the resources it can devote to this goal and concerned about the political and national security implications of IT development. Although IT development and use have taken root in some segments of Russia's economy and society, their reach and impact remain limited. It is very much an open question whether Russia has either the will or the capabilities to become a full-fledged participant in the information revolution in the foreseeable future. This issue paper outlines some of the major trends and contradictions in the development of information and communications technologies in Russia, explores their impact on Russian society, and raises several issues for further study
