Throughout the history of Arab-Israeli peace negotiations, security has been the most important-and most challenging-issue for Palestinians, Israelis, and their neighbors. This study examines key external security issues that must be met for there to be a successful independent Palestinian state following a peace agreement with Israel. It makes proposals for an international (NATO-led) peace-enabling force, Palestinian security forces, and liaison and confidence-building cooperation between Palestine and Israel. This study also examines Palestinian policing, the nature of security arrangements along the Palestinian-Israeli border, counterterrorism efforts, intelligence functions, and broader Middle East security efforts. Relations between the Russian Federation and the West have evolved steadily since the end of the Cold War. In late 2001, RAND and the Moscow-based Institute for the USA and Canada Studies created a working group that examined ways to increase cooperation between NATO and Russia. At the request of Romania's Ministry of Foreign Affairs (MFA), the authors conducted a preliminary needs assessment and feasibility study of information and communication technology (ICT) in the Ministry to lay the foundation for future modernization stages, including the development of a detailed system design and subsequent system implementation. The researchers see future ICT implementation as having two main components: (1) providing a basic infrastructure for digital work practices and (2) completing projects to improve specific critical business processes. The MFA has made a go-ahead decision for ICT modernization, and the initial pieces of an implementation strategy are in place. The study suggests that the Ministry immediately acquire the needed human and financial resources to take the next implementation steps. Current positive developments in the Romanian government indicate that now is the right time for the MFA to move forward aggressively on its modernization agenda

"NATO and Russia are developing a new relationship as a critical part of integrating Russia into the West. The allies and Russia will meet together as equals in a NATO-Russia Council-to consult, cooperate, and, in some critical areas, decide on common action. The authors of this report, with a wealth of academic and senior government experience in the United States and Russia, argue that action-what NATO and Russia actually do together-is more important than "architecture," that is, how the new Council is constructed and operates. Despite continuing differences (e.g., on NATO enlargement) the authors argue that NATO-Russian relations can and should be organized to promote greater stability, take into account other European states' interests, promote joint decisionmaking, and pursue a practical agenda of common tasks both in Europe and beyond. NATO and Russia should immediately begin modest "demonstration projects," using early successes to promote future cooperation. Efforts should be in areas where NATO and Russia have shared interests, including aspects of counterterrorism, emergency response, nonproliferation, peacekeeping (including doctrine and exercises), and military exchanges."--Rand abstracts

In many areas where U.S. forces are deployed, the use of military power must take place in close coordination and cooperation with non-military instruments of power and influence. There is a clear need for new approaches to this situation on the part of the U.S. government-both civilian and military-as well as the private-sector and nongovernmental organizations. To respond to that need, the RAND Corporation, in cooperation with the American Academy of Diplomacy (AAD), is conducting a 15-month project on Integrating Instruments of Power and Influence in National Security. As part of this project, on March 21, 2006, the AAD and the American University School of International Service, in partnership with RAND, convened a one-day conference devoted to a dialogue on this subject at which two panels of current and former senior military officials and diplomats offered their distinct perspectives. This report summarizes the main results of that conference
