This study of library resources was undertaken as a part of a statewide plan for higher education in Texas. The document includes descriptions of library facilities and resources at the University of Texas at Austin, other universities, and public and private junior and senior colleges. The public library network, health science libraries, law libraries, special libraries, and emerging cooperative patterns are also described. The report's recommendations include improved bibliographic access to the University of Texas at Austin Library collections, a strengthening of the Texas State Library, efforts to increase use of existing resources, and coordination of cooperative programs. A 60-page alphabetical subject list of areas of strength in Texas libraries has been compiled and included. Lists of 100 basic pariodicals and 257 basic reference books used to check holdings in the various libraries appear in the appendixes along with 2 maps showing locations of public and private colleges and universities in Texas. At the beginning of the 1970s, American university libraries can look back upon a decade of phenomenal growth. Serious problems of organization and administration often resulted from this growth which have not received the attention deserved. The traditional hierarchial structure of university libraries with one head librarian at the top is no longer sufficient. Many librarians have recognized the need for a look at how libraries are organized and managed. Much of the investigation centers around three main points: (1) the need for greater staff involvement in library decision-making, (2) the need for some form of academic governance for professional staffs, and (3) the prospective unionization of library staffs. Whether through faculty governance, greater staff involvement on committees or other structures, or through unionization, the stress is upon staff involvement in library decisions. (Author/SJ)

The South Carolina Commission on Higher Education and the Postsecondary Planning Commission conducted this study of the library resources and needs of South Carolina postsecondary institutions as part of its goal to improve the quality of South Carolina state higher education programs. Questionnaires sent to college libraries were designed to test the quality of collections by checking standard bibliographies, based on 1975 Association of College and Research Libraries (acrl) Standards. Public library use was surveyed, annual statistical reports were consulted, and visits were made to university, college, public, and industrial libraries for further information. Five separate analyses were generated concerning: (1) South Carolina's two general purpose universities, (2) public and private senior colleges, (3) two-year postsecondary educational institutions, (4) health and science libraries, and (5) public libraries as they relate to postsecondary education. Twenty major recommendations were made for constructive action to improve the effectiveness, economy, and progress of library services. The public library and the community college : what does cooperation mean? by Edward G Holley( Book )

Community colleges and public libraries have much in common, can both learn from each other, and have a great deal to share with each other as they carry out their respective roles: both profess to have total community-wide service as their goal/objective; both draw upon the same population and tax base; and the general public often makes use of the same kinds of materials that are found in both places. These commonalities obviously create problems of duplication and competition, and thus, logically, provide a reason for cooperation between them. Obstacles are presented, however, by the prejudices of each side: librarians favor specific types of libraries for specific types of institutions and/or citizens, and community colleges argue that regional accreditation agencies require a separate facility and access to resources and services on the scene. Although there are already some cases that contradict these assumptions, it is suggested that social institutions cooperate only when they are poor or when their self-interest is vitally involved. Even if they can get their acts together concerning missions and roles, cooperation will entail an examination of the prospective fiscal resources to do the job, either separately or together; community planning; and cooperative goals. No one should underestimate the difficulty of overcoming local and institutional jealousies. (JD)
