Improving the urban high school : what works and why by Karen Seashore Louis( Book )

This study examines the leadership and management skills needed to improve urban high schools. Information was drawn from a national survey of 178 urban high school principals whose schools had been conducting serious improvement efforts for up to 4 years and in-depth case studies of five large high schools in the following urban areas: (1) Boston; (2) New York; (3) New Jersey; (4) Cleveland; and (5) Los Angeles. The following summary findings are discussed in terms of their implications for districts and schools and the issues of will and skill involved in implementation: (1) schools and their districts must be actively engaged with each other, but with few rules and much autonomy for the school to choose goals and strategies; (2) planning should be evolutionary and works best through a cross-role group of people who may not normally work together; (3) a shared vision of what the school is to become is an important feature guiding improvement; (4) from $50,000 to $100,000 annually for several years is needed for serious change efforts; and (5) problems must be confronted actively, promptly, and in depth. Discussions of the research methodology, nine tables of statistical data, and a list of 155 references are appended. (Fmw)

When school psychologists adopt an organization development perspective they are acting on a cluster of related concepts: (1) that because schools are social organizations, school effectiveness depends on the school's organizational culture; (2) that attempts to institute educational reforms only work when the reforms and the school culture mesh; (3) that students' emotional and social problems in school may be based in the school's organizational culture; and (4) that it is possible to change the culture and thus improve the climate for learning and organizational success. The process of organization development is a planned, sustained effort that involves school participants in the active assessment, diagnosis, and transformation of their own organization. This paper, developed as a chapter for a handbook on school psychology, helps school psychologists understand the value of the concepts and techniques of organization development. The paper describes the basic concepts of organization development, delineates its theory, summarizes the generic stages of its consultation processes, discusses its current technology, analyzes the school psychologist's role in implementing it, and reviews the research on organization development in schools. School improvement, like motherhood, has many advocates. Everyone is for it, without having to campaign actively on its behalf. And just as the 100% of people who have had mothers think they know how mothering could be done better, so the (nearly) 100% of people who have been pupils in schools, or have even taught in or managed them, think they know how schools can be imƯ proved. More precisely, they are sure that schools ought to be improved. The trouble is that they propose a staggering, conflicting range of methods of improving the schools, from ;'back to the woodshed" to teacher merit pay, a stiffer curriculum, a stronger tax base, reorganization, a more humane climate, "teacher-proof" innovations, community involvement-the list is nearly endƯ less. Furthermore, the issues are not merely technical, but normative and poƯ litical. The term improvement is itself problematic. One person's version of improvement is another's version of wastefulness or even of worsening the schools. Furthermore, the versions that win out in any particular school are not Improvement sometimes turns out to be merely a necessarily technically "best." code word for the directives that administrators have successfully put into place, or for the agreements that teachers have lobbied into being. How much do we really know about school improvement? The available research literature is quite substantial, but not as helpful as it might be
