The purpose of this 1967 study is to analyze patterns of political learning before and after adolescence. The hypothesis grew out of recent political science research. 297 fifth, eighth, and eleventh grade children and 205 of their parents were interviewed. (See Appendix A for questionnaires.) Some of the results are: 1) There is substantial political growth during adolescence in a number of respects, even though it is perhaps not as great as that which occurs before eighth grade. 2) Parents and children do show many resemblances in political orientations; but the magnitude of the correlations is in general relatively low, and in a few cases such correlations are negative. 3) Black and white children do exhibit somewhat different patterns of political learning when grade level is controlled; but both are relatively supportive, and only in a general sense are the white children earlier in their development and more system-supportive. 4) A number of explanatory variables show specific effects upon the child's developing political orientations; but these vary both by content and by grade level. More detailed future analysis of the variables analyzed in this research can be guided by this study. (Author/DJB)

This report summarizes the four major activities of the political learning project carried out at the Wisconsin Research and Development Center for Cognitive Learning. These four activities are (1) a survey of recent empirical work of the content, sequence, and causes of political concept and attitude development, (2) a pilot experiment with second- and fourth-grade children in which a number of basic political concepts, used by professional political scientists, are introduced earlier than is normal in the school curriculum, (3) a survey of pre- and post-adolescent political concept and attitude development focusing in particular upon aggregate age trends, parent-child correspondences, black/white comparison, and multivariate assessment of the relative impact of 11 causal factors, and (4) completion of data analysis on a project concerned with political learning in Grades 2-8. A general survey was made of research and literature in the field of political learning and socialization, and a bibliography was prepared. The survey was made to provide an indication of the main currents of study of children's learning of political concepts. The survey included major substantive problems of political socialization research--(1) system relevance, (2) content, (3) maturation, (4) generations, (5) cross-cultural differences, (6) group differences, (7) the learning process, (8) the agencies, (9) extent, and (10) specialized political socialization. The bibliography consisted of published and forthcoming works on political learning and socialization. The author concluded that (1) the research area of political socialization exhibited boundary indeterminacies and (2) although the boundaries of the area were somewhat blurred, it was regarded as an important area of research for political and other social scientists.
