Seldom has a work of Australian historical scholarship enjoyed such a demand that a new edition has been necessary after nearly twenty years. A. C. V. Melbourne's Early Constitutional Development in Australia is just such a book. Out of print and virtually unobtainable since World War II, when the balance of the edition was lost at sea, this exceptional work has been described by Professor La Nauze as "one of the few books which 'on their subjects leave little more to be said'". Melbourne's classic study traces the constitutional development in New South Wales from its beginings to 1856 and the introducation of responsible government. It was Melbourne's genius that enabled him to assemble so skillfully in his work the many complex and disparate threads which went to make up the Australian struggle for responsible government. Furthermore, it was his exhaustive search for and examination of all the records, both in Australia and England, which established his book as the definitive study of early Australian constitutional development. It is obvious that Melbourne intended to expand his work to include the history of constitutional development in other states besides New South Wales, but for many years now it has been assumed by Australian historians that other intrests had led to him abandon this project. Although this assumption is true, in the process of preparing this new edition of Melbourne's classic, Mr. Joyce did discover a hitherto forgotten manuscript of Melbourne's dealing with the constitutional development of Queensland. Although this manuscript had been written prior to the work on New South Wales and is not nearly as complete and detailed as that study, it nevertheless is extremely valuable both as the onyl work of its kind relating to Queensland and as a clear indication of Melbourne's concept of the growth of Australia as a whole towards responsible government. In this new edition of Early Constitutional Development in Australia the work on Queensland is published for the first time. It covers the period from the inception of Queensland as a separate colony in 1859 to 1922 when the upper house was abolished. In an annotated form Mr. Joyce has brought this Queensland material up to 1963. Furthermore, he has contributed a valuable Introducation describing Melbourne's career and assessing the importance of his work. (Back cover)
