On October 31, 2007 the Public Accounts Committee approved a resolution requesting that the Auditor General audit the Nova Scotia Nominee Program (NSNP). Provincial nominee programs give provinces an opportunity to target potential immigrants. At the time of this audit, the NSNP was operating five streams: skilled worker, community identified, economic, international graduates and family business workers. This report presents the results of Phase One of the audit of the economic stream of the NSNP. This phase examined the program objectives of the nominee program, the contract with Cornwallis Financial Corporation to operate the program and related procurement issues, and compliance with the Canada Nova Scotia Agreement on Provincial Nominees. The O'Connell Drive Elementary School in Porters Lake, Nova Scotia, was designed and built by Nova Learning Inc., a private sector consortium, and is being leased by the province. The purpose of this report is to present the conclusions of the provincial Auditor General with respect to whether the province's accounting for the 20-year lease for the school complies with generally accepted accounting principles. The audit also looked at relative amounts of risk assumed by the province and the private sector, as well as certain aspects of due regard for economy and efficiency inherent in this specific lease.
