Si tratta di un'opera fondamentale sia per la ricchezza dell'apparato iconografico che per i saggi e le schede, frutto di un disegno scientifico maturato in anni di ricerche e studi che hanno messo in luce la più importante centrale di arti suntuarie del XII e XIII secolo. L'obiettivo è appunto quello di mostrare la fisionomia delle Nobiles Officinae di Palermo, di quella che fu una vera e propria "casa di produzione" di manufatti di alto rilievo, ricchi, variamente articolati, interessanti. Per comprendere l'eccezionalità dell'opera, basti pensare che nel corso del XII e XIII secolo non si conosce un'altra centrale di arti suntuarie, sia nel mondo latino, greco o arabo, che sia paragonabile a quella di Palermo o che possa vantare una messe di prodotti altrettanto certi, riconoscibili ed ancora esistenti. Il tema fondamentale dell'opera è la innovativa considerazione che nel Medioevo era rivolta a quel mondo di opere e manufatti realizzati dagli artigiani degli opifici reali. Infatti, per i committenti di queste opere (Ruggero, Guglielmo I, Guglielmo II, Enrico VI, Costanza d'Altavilla, Federico II), i tessuti di seta, le ricche oreficerie, gli smalti, gli avori, i cristalli di rocca, i porfidi, non erano manufatti di secondo ordine rispetto ai mosaici o ai marmi profusi all'interno delle basiliche e chiese da loro stessi erette. Questi sovrani investivano in questi manufatti con convinzione, e gli affidavano le strategie di una politica dell'immagine che seguivano in modo accorto, ora imponendola nei luoghi e nelle occasioni giuste, ora suggerendola tramite l'investimento del dono
