An analysis is conducted of economic issues pertinent to library planning in higher education in the face of rising costs and diminishing financial support. The individual chapters deal with: 1) growth rates in large university libraries; 2) library costs in colleges and universities; 3) cost trends and long-range plans; 4) library data; and 5) a summary of the data analysis. The general focus is upon the statistical analysis of the major quantifiable variables involved in library operations and of the interrelationships among these variables. Variables examined include: total enrollment, volumes held, volumes per student, volumes added per student, total personnel, professional staff, professional staff as a percentage of total personnel, non-professional staff, total expenditures, expenditures per student, salaries and wages as a percentage of total expenditures, book expenditures, and book expenditures as a percentage of total expenditures. Formulas and procedures which assist in growth projections and budget planning are provided, and possible fundamental changes in the nature of library functions and procedures are considered. Libraries and information technology: a national system challenge; a report to the Council on Library Resources by National Academy of Sciences (U.S.)( Book )

7 editions published between 1971 and 1972 in English and held by 322 WorldCat member libraries worldwide

A study of the applications of computer to libraries and information systems carried out with the support of the Council on Library Resources is reported. The report presents recommendations derived from the synthesis of facts, views, and opinions obtained from sources such as: visits to selected projects and installations, published and private information, and discussions with individuals. In addition to the observations and recommendations, the report directs attention to the initial two findings which point out: (1) The primary bar to development of national level computer-based library and information systems is no longer basically a technology feasibility problem. Rather it is the combination of complex institutional and organizational human-related problems and the inadequate economic/value system associated with these activities; and (2) The quantitative contribution of information to productivity or effectiveness of industry, government, and education is unknown; therefore, the construction of value/cost analysis is severely hampered. A National Periodicals Center : technical development plan by Council on Library Resources( Book )

5 editions published in 1978 in English and held by 202 WorldCat member libraries worldwide

This technical plan for developing, managing, and operating a national periodicals center (npc), which was prepared at the request of the Library of Congress, is designed so that it could be used by the Library or any other agency prepared to assume responsibility for the creation of a major periodicals facility. The overall goal of the npc is to improve access to periodical literature for libraries and thus to individuals using libraries (1) by providing an efficient, reliable, and responsive document delivery system for periodical literature, (2) by establishing effective working relationships with the publishing community, and (3) by helping to shape a national library system through its operating policies and procedures. Means of achieving these objectives are discussed in chapters focusing on specific issues: access to npc, NPC-publishing community relationship, collection development, referral system, delivery, technical aspects (preservation, reprographics, collections storage and retrieval, communications, bibliographic control, technical processing, and systems development), site considerations, governance, and management. An implementation plan is also provided. Appendices include an estimate of request traffic, additional communications details, data-processing considerations, estimated load factors, full-time equivalent staffing levels by year, and a bibliography. Training users of online public access catalogs : report of a conference sponsored by Trinity University and the Council on Library Resources, San Antonio, Texas, January 12-14, 1983 by Marsha Hamilton McClintock( Book )

5 editions published in 1983 in English and held by 201 WorldCat member libraries worldwide

This report summarizes the proceedings of a conference that brought together 35 librarians, network representatives, and system vendors to exchange information on the training of users of online public access catalogs. Three papers are presented: "Historic Concerns in Library Instruction: Teaching the Card Catalog," by Evan Farber; "The Nationwide Computer Catalog Study: Training Issues," by Douglas Ferguson; and "Psychological Factors in Online Catalog Use, or Why Users Fail," by Christine L. Borgman. Also presented are summary descriptions of current online catalog user training programs at Northwestern University; Mankato State University; Pikes Peak Library; Dartmouth College; University of California, Berkeley; Iowa City Public Library; Guelph University; University of Illinois at Urbana-Champaign; and the Library of Congress. A transcript of a panel presentation on the communication between public service and systems staff in building the online catalog is followed by a brief summary of the conference, which focuses on its four main themes: communication, diversity versus standardization, system enhancements that facilitate user training, and the use of goal-oriented training versus the provision of a learning environment. Conference recommendations are also recorded. Appendices provide a list of conference participants, the conference agenda, and a list of handouts distributed to participants. (Esr)
Issues in retrospective conversion : report of a study conducted for the Council on Library Resources by Jutta Reed-Scott( Book )

3 editions published in 1984 in English and held by 199 WorldCat member libraries worldwide

Initiated by the Council on Library Resources, this study assessed the current level of retrospective conversion and explored the primary issues that need attention if libraries are to convert their bibliographical files to machine-readable form. Data were obtained from a literature review, contact with a number of libraries currently engaged in retrospective conversion, and information gathered from three major American utilities, several service centers, and regional networks. The report is organized in four major sections: (1) an overall framework for analyzing retrospective conversion, including a definition, a brief summary of past efforts to develop a coordinated strategy, a description of current activity, and a look at future developments; (2) major approaches to and library strategies for retrospective conversion; (3) the economics of retrospective conversion and the quest for a national database; and (4) five strategic options for a systematic approach, recommendations for a national strategy, and a proposed implementation strategy. A selected bibliography and a brief description of the Association of Research Libraries (arl) and Research Libraries Group, Inc., National Collections Inventory Project are included. (Thc)

Videodisc and optical digital disk technologies and their applications in libraries : a report to the Council on Library Resources by Information Systems Consultants Inc( Book )

11 editions published between 1985 and 1986 in English and held by 175 WorldCat member libraries worldwide

This report examines the potential impact of optical media--videodiscs, compact audio discs, and optical disks, tapes, and cards--in library related applications. A detailed consideration of the technology includes discussion of the underlying principles, the various forms in which the technology is marketed, production methods and costs, and the capabilities of each different medium. An introductory chapter outlines the different forms of optical media and their potential applications in libraries. Each of the remaining 11 chapters then addresses the details of one of the following technologies: videodiscs; interactive videodiscs; recording digital data on videodisc; videodisc production; compact audio discs and cd rom (compact disc read only memory); videodiscs and cd rom as digital publishing media; optical digital discs; optical digital products; and erasable optical media. A number of video and compact audio disc projects currently being developed or investigated in library settings are examined in the appropriate chapters, including audio and video applications at Video Patsearch, the National Library of Canada, the National Library of Medicine, and the Library of Congress; digital data publishing projects at MiniMARC, Information Access Corporation, Carrollton Press, the Library Corporation, and other companies; and library applications of optical digital disk technology at the Library of Congress, the National Library of Medicine, the National Air and Space Museum, the Public Archives of Canada, and Disclosure Information Group. An appendix explains the process of converting text, graphics, and audio to digital form. (Thc)
