In 1993, in the aftermath of the United Nations Conference on Environment & Development, an international group concerned with the conservation & enhancement of plant genetic resources (called the Crucible Group) was formed. They released a report in 1994 called People, plants and patents which offered a summary of the major issues related to the ownership, conservation, and exchange of plant germplasm. This volume brings readers up to date on the scientific, political, and economic changes since that report and summarizes the debate on plant genetic resources. Part 1 provides a wider context for understanding the debate about intellectual property and biodiversity. The first section outlines the issues of the loss of biological & cultural diversity, global climate change, and increased recognition for the role of farmers & indigenous peoples in conserving, developing, & using biological diversity. It also examines the changing roles of public & private sector agricultural research. The second section reviews changes in molecular bioscience that have influenced the way society thinks about, uses, and values biodiversity. Part 2 scrutinizes central policy issues in three wide areas: policies related to germplasm access & exchange; policies linked to knowledge conservation & formation; and policies involving innovation management

This volume is a practical tool that national policy-makers can use to address issues related to ownership, conservation, & exchange of genetic resources & biological innovations. The first part begins with a general discussion of a range of domestic legal options to regulate access & exchange of genetic resources. This is followed by a more in-depth analysis of a national law to create a framework for bilateral negotiations between parties seeking access to biological resources and those with rights over those resources. Part two identifies a range of options that could be implemented at a national level to protect, conserve, & promote indigenous & local knowledge. It follows up with a more detailed analysis of legal options for the creation of domestic sui generis intellectual property laws for indigenous & local knowledge. The final part commences with general discussion of policies that domestic governments could pursue to encourage innovative research on genetic resources. In the subsequent sections, it analyzes options for two different kinds of intellectual property laws: plant variety protection laws and patent laws. The options discussed throughout this volume are situated in the larger context of international, national, and community law, and policy developments & debates

The second section deals with the history and development of correspondence study, the writing of correspondence courses, correspondence study program administration, two-way communication in correspondence instruction, and major trends in the field during the decade 1960-1970. The third section focuses specifically on correspondence study programs in operation in many of the independent African nations and their role in national development. Opened in 1963, the Swaneng Hill School in Serowe, Botswana, was an experiment for its untrained founders whose objectives were to reduce the exclusiveness of secondary education, equip students with skills and knowledge needed for development, make the school a focal point for community development, and instill a sense of social justice in the educated minority. Severe problems in implementing policies, staff turnover, student attitudes, school conditions, and insufficient jobs for graduates caused a slow radicalization of the founders and a change in direction of the school away from the production of intellectuals to the production of workers with skills matched to the market place. Among the strategies the founders employed were a policy of voluntary labor on the part of all staff and students; the creation of the Serowe Builders' Brigade (and subsequently six other trade brigades), a self-financing program to teach construction to students not accepted into secondary school; Boiteko, a model self-help community development project and cooperative enterprise; and the instigation of a course in social and economic development. The founders advocate a dual policy of modernized and popularly based development, a combined work and education curriculum, and reformed secondary education on a mass scale. (SB)
