S. 2203 is "designed to provide a means of settling agriculture labor disputes and preventing such disputes from interfering with the flow of agricultural commodities to consumers. It would provide for a Farm Labor Relations Board with authority to supervise employee representative elections and issue orders to cease and desist from unfair labor practices. Certain of these practices would also be termed "unlawful acts", subject to injunctive relief and damage actions. Remedies for labor contract violation would be provided, and certain payments to employee representatives and others would be barred"--Page 1

"Kepone is a pesticide which is not approved for general agricultural use in this country, but which is used.elsewhere for agricultural purposes, and which is manufactured as a component of various forms of household insecticides used within this country. Life Science Products Co., Inc., under a contract with Allied Chemical was, until last July, producing this pesticide at Hopewell, Va. A number of individuals in the Hopewell area have experienced neurological disorders and other physical damage as a result of working in the company's plant or because they were in close contact with others who worked at the plant. Moreover, a substantial amount of Kepone has, over the years, been discharged into a tributary of the James River which has led to a contamination of many of the fish and shellfish in the James River and its tributaries. Gov. Mills Godwin, whom the subcommittee is honored to have as its first witness this morning, was forced to close much of the James River and its tributaries pending a determination as to whether the river might be reopened without a danger to public health"--Page 1/2
