The Council episode, part 1: "Mr. Phelps (Peter Graves) is called upon to destroy the Syndicate, a U.S. crime ring. Phelps kidnaps Frank Wayne, the Syndicate's leader, so master of disguise Rollin (Martin Landau) can transform himself into the infamous mob boss." The Council episode, part 2: "Posing as a plastic surgeon, Cinnamon (Barbara Bain) gives Rollin (now disguised as Frank Wayne) a new face - which turns out to be his real one.
