We undertook this research project to assess the feasibility of using virtual prototypes in the DOD weapon systems acquisition process. Our goal was to identify and assess the current uses of virtual prototypes by commercial companies, defense contractors and universities. The Defense Science Board and the Defense Modeling and Simulation Office are confident that virtual prototyping can have a beneficial influence on the defense acquisition process. We were skeptical about the usefulness of virtual prototyping and were curious to see who, if anyone, was using virtual prototypes in the development process. We wanted first-hand impressions from people with hands-on experience on how they viewed the utility of virtual prototypes, their successes, disappointments, key risks and challenges. Because 'virtual prototype' is becoming a buzzword in today's vernacular, we wanted to know what people from industry, government and academia meant by the term and how they envisioned its application. This then was our charter -- to assess and describe the current state of virtual prototyping

Using commercial business practices, or 'doing business like business, ' is a recurring theme of the defense reform debate. The 1972 Commission on Government Procurement called for the 'businesslike' operation of federal procurement. The 1984 Grace Commission sought to apply 'private sector management tenets' across the entire federal government. More recently, the Packard Commission and the 1986 Defense Science Board (DSB) noted the potential advantages of adopting commercial practices in the Department of Defense and, in broad terms, identified some of those practices. This publication presents the results of an intensive 11-month program for three military research fellows. The Under Secretary of Defense (Acquisition) (USD (A)) chartered the Defense Systems Management College (DSMC) Military Research Fellowship Program in 1987. The program brings together selected officers from the Army, Navy, and Air Force for two primary purposes: first to provide advanced professional and military education for the participating officers; and second, to conduct research that will benefit the Department of Defense (DoD) acquisition community. This report focuses on transatlantic cooperative programs. Cooperation with Europe was chosen because of the important political, military, economic, and historical transatlantic ties, but most important, because America's relationship with Europe is rapidly evolving. There is substantial concern about a "Fortress America - Fortress Europe" syndrome. Political leaders and the public both here and in Europe are attempting to come to terms with the meaning of the NATO alliance in the post-Cold War era. European assertiveness and unity are clashing with dated perceptions about Europe held by Americans. Our intended audience is both the U.S. defense acquisition workforce and policy makers. For the former, we hoped to produce a useful guide that will make them more effective as members of a cooperative team. For the latter, we attempted to provide an updated comprehensive view of the salient features of transatlantic armaments cooperation and some ways in which the context is changing
